This is a sources sought/RFI for market research to identify small businesses, including SDVOSB/VOSB firms, capable of providing mail-in semen analysis and post-vasectomy testing services for VA health care systems. The contractor would supply specimen collection kits, perform laboratory testing, report results via a secure portal integrated with EHR, and provide monthly utilization and annual business review reports. Services will be performed at the contractor’s CLIA-certified laboratory, covering VA facilities within HSA 5.3 in California, Arizona, and New Mexico. The anticipated period of performance is a base year from 10/01/2026 to 09/30/2027, plus four option years extending through 09/30/2031. The VA is requesting capability statements and general pricing information to determine whether a set-aside is appropriate.
