This opportunity is for a firm-fixed price contract to provide an active threat response training program for up to 1,600 clinical and non-clinical staff at the VA Greater Los Angeles Healthcare System. The contractor must deliver live, in-person training at 10 annexed locations within the system, with a performance period estimated from August 1, 2026, to February 28, 2027. The training must include elements of the National Incident Management and Incident Command Systems and be consistent with VA standards, with instructors holding recognized Active Threat/Shooter Instructor certifications and a minimum of 10 years of experience. The contractor will provide 50 training courses (5 per month) and may consolidate events into larger drills, which require a written After-Action Report.
