This is a sole source justification, not a solicitation, for Non-Emergent Medical Transportation (NEMT) services under a Firm-Fixed-Price contract to support Veterans at PVAHCS. The requirement is a short-term, six-week emergency bridge contract pending award and performance start of a competitively solicited long-term contract. NEMT services are required by statute under 38 USC 111A and include pre-arranged, scheduled, unscheduled, and will-call door-to-door transportation from beneficiaries’ homes, apartments, or Patient Travel Office-designated areas to scheduled medical appointments. Services also include discharges from PVAHCS inpatient wards and the Emergency Department, plus transports to and from contracted nursing homes. The contract is intended to ensure regulatory compliance and continuity of mission-critical healthcare services for the six-week period.
