There will be no further questions. All complete and final offers are due by 08/27/2024 at 10:00 PDT. QUESTION RESPONSES Is there a cost estimate , budget or ballpark figure for the project listed? The IGCE for this contract is $159,853.00. Is there an actual start date for the project? Yes. 09/01/2024 Would VALLHCS consider waiving the requirement for a C-10 License to perform this arc flash analysis? No. We need an equipment list or Single line diagrams or a previous Arc Flash to be able to price this. I will be waiting. Added to this amendment. Section 4.4.8 - Is the site-walk on Monday, August 19th mandatory? No. Will questions be answered during the site-walk? Yes, however all questions needed to be submitted in writing. Will there be an additional period after the site-walk to submit questions based on information observed from the site-walk? Yes, there was, it was in the Solicitation. Description Section, Page 2 - Regarding the over and above scope: Are we to provide pricing for Line Item 0002? No. If so, how are we to price an unknown? N/A If so, are there potential items that can be provided that we can attempt to price? N/A Is this noted as a heads-up that there may potentially be additions to the scope to price at a later date after the award and if modifications to the contract are approved by the COR? No. This is a contracting tool for us to be able to work around emergencies, not failures to provide proper pricing in advance. This is a Firm Fixed-Price contract. Section 4.4.6, page 5 - How do you define a major modification? In the last five years the hospital has added power panels and load centers. We have also added buildings. All the additions that was added are not on the 2018 arc flash analysis. The SOW mentions that the awarded contractor will be provided the existing drawings of the facility.  Are the drawings being provided the most current within 5 years? Yes. As an updated/refresher to an existing study that is required every 5 years, will the existing studies be provided? Yes. In what format will the existing studies be provided? Hard copy/electronic copy of the last final report? Hard copy and electronic copy. Is the existing study software files (software used is unknown) be provided that the previous study was performed/modeled? The existing software that was used is unknown. We only have books and PDF. Is SKM Systems Analysis (SKM) software acceptable to perform the study? Yes. Is the cable feeder schedules for Medium and Low Voltage being provided with the drawings? Yes. The utility service data will need to be supplied by facility owner/site and fees paid. Please confirm. The Contract starts at the main switch gear were the utility enters. Do you have any previous Arc flash study reports, or this is a new arc flash study. Last report is from 2019. Do you have any drawings that you can share with us? Yes. Is this the complete list of equipment for the Arc flash study? No. If not, could you please provide a complete list of panels and equipment on the schedule? Drawings are provided in the amendment. If that is not available, could you please provide a bid item for a unit price for equipment not shown on the bid schedule? N/A Single-Line Diagrams: The solicitation mentions that single-line diagrams can be provided after the award. Is there any chance we could get access to the most recent ones beforehand? Having these would really help us better understand the scope and prepare a precise quote. Yes. Existing Arc Flash Study: I see there s already an Arc Flash Study in place, but it s unclear what software was used. Could you share any details on this? Knowing what was used before will help us align our approach more closely with what s expected. The existing software that was used is unknown. We only have books and PDF. Site Conditions: Could you provide any insights into the current state of the electrical systems? Are there known issues or specific areas we should be particularly mindful of when conducting the analysis? Electrical is operational and tested. Modifications and Additions: The solicitation notes that there are some additional panels and modifications not reflected in the current single-line diagrams. Could you provide more information on these changes so we can make sure they re properly included in our analysis? In the last five years the hospital has added power panels and load centers. Labeling Requirements: Regarding the Arc Flash warning labels, are there any specific preferences for the materials, durability, or placement of these labels? We want to ensure we meet or exceed your standards. All labeling must be clear and correct. If the label is not correct the contractor is responsible to fix all errors. Utility Data Acquisition: I noticed that we re responsible for obtaining the utility data needed for the studies. Could you clarify what specific data will be required? Any guidance on how we might best acquire this data would be greatly appreciated. This statement will be removed from the SOW as it is referring to information pulled from the meters. As-Built Drawings: I understand there aren t current as-built drawings for recent modifications or additions. Is there any plan to create these, or will it be up to us to document these changes during our analysis? Added to this amendment. Over and Above Services: The solicitation mentions "Over and Above Services." Could you provide some examples of what might fall under this category? It would help us to understand how these services would be authorized and compensated. This is a contracting tool for us to be able to work around emergencies, not failures to provide proper pricing in advance. This is a Firm Fixed-Price contract. Evaluation Criteria: Could you provide more detail on how past performance and price will be weighted in the evaluation? Price is the deciding factor. Past performance will be used as a qualifying factor. Contractor Performance Assessment Reporting System (CPARS) reports are pulled to evaluate. Contractors with less than Satisfactory in any category will be deemed not eligible for award. A contractor with no CPARS will be deemed satisfactory for Past Performance. If two contractors have matching quotes, then the Past Performance will be evaluated again to determine the most Are there particular aspects of past performance that you consider especially important for this project? Any company with a negative report in the Federal Awardee Performance and Integrity Information System (FAPIIS) will be deemed ineligible for award. Any company with less than satisfactory rating in CPARS will be deemed ineligible for award. We are unable to attend the site visit for the above project. I was wondering if you could please share the sign in sheet from the site visit. Only one contractor showed for the site visit. Their questions are included in this list. Section 4.3 Licensing requirements 4.3.1 - The OSHA 30-hour Occupational Safet card since we are not technically an electrical contractor, would this pertain to us? Yes. 4.3.2 - Our firm is an engineering firm that specializes in arc flash studies. We are not a contractor and therefore do not have the Electrical C-10 License. We do have a Professional Engineering license for the State of CA. Please confirm this will not be an issue. You can have both or if the company is owner is a license C-10 they must have a license Electrical Engineer or If the company is owner is a license Electrical Engineer they must get a license C-10 to help open electrical panels. 4.3.3 - The NFPA and/NICET certification can that expand on what kind of certification they mean. Typically, I see this required for Arc Flash Training, but I didn t see the training as a part of the SOW. If they mean that the data collection technician is required to have a certain certification level, please let me know. Technician is required to have a certain certification level. NFPA and/NICET certification show the foreman and/or technician have been trained. Section 4.4 Additional Information: Our firm needs some kind of information that shows how big the electrical system is in order for us effectively price the SOW. We prefer the electrical one-line diagrams but if they are not willing to provide those, would they be willing to provide the previous arc flash study report? Added to this amendment. Can you confirm that an amendment will be posted with the answers to the questions before tomorrow or should we provide a bid as posted? Yes.
