This is not a request for a proposal. The intent of this pre-solicitation synopsis is to notify potential offerors of a Base plus 4 option year, Performance-Based contract for Medical Gas Management for VA Phoenix Healthcare System, Phoenix, Arizona. The Contractor shall provide Monitoring Customer s cylinder gas inventory; Maintaining cylinder gas inventory levels, in consultation with Customer, by placing and processing orders for additional Product; Receiving cylinder gas deliveries and delivering them to use points within the Service Sites; and Changing out gas cylinders at end user manifolds at the Service Sites. In Accordance With (IAW) the Performance Work Statement (PWS), work shall comply with government and commercial standards. All work performed by the contractor shall be performed IAW all applicable laws, regulations, Veterans Administration standards, instructions, and commercial practices. The Veteran Administration intends to issue a formal solicitation on or about 10 October 2023 via SAM.gov (https://sam.gov/) under the solicitation number 36C26224Q0030. The solicitation will result in a firm-fixed priced contract with an ordering period 01 January 2024 through September 30, 2028. This requirement is being solicited as a Service-Disabled small business set-aside. The North American Industry Classification System (NAICS) code 424690, Other Chemical and Allied Products Merchant Wholesaler, applies to this acquisition. The size standard is 1,750 employees. The contract award will be made based on under Comparative Analysis. All instructions for submitting quotes will be provided in the solicitation. The entire solicitation will be made available only on SAM.gov. Paper copies will not be available. Potential quoters are responsible for monitoring this site for the release of this document and subsequent amendments. To be eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM). If necessary, register via the SAM website www.sam.gov. Registration may take up to three weeks to process. All responsible sources may submit a quote that shall be considered by this Agency.
