PRESOLICITATION NOTICE This document serves as notification of an upcoming solicitation. The Veterans Affairs Loma Linda Medical Center (VALLMC) located at 11201 Benton St., Loma Linda, California 92357 has a requirement for construction services to replace the existing PVC roofing system with a new TPO roofing system at the VALLMC main building. This requirement will correct the aging roof of the facility and lack of lighting protection. Work will be performed in a functioning hospital environment. Contractor shall furnish all labor, equipment, certification, supervision, and materials necessary to perform all operations in connection with this requirement. This requirement will include preparation and/or performance for, submittals, change orders, field investigations, site visits, meetings and providing construction meeting minutes to the VA Contracting Officer s Representative (COR), staff interviews, phasing/scheduling, utility shut-downs, infection control measures, and other related information and services. All work shall be performed in strict accordance the General Specifications, Statement of Work, Design, Schedule, and all other supporting documents. This project will be procured as 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) and must be listed in the SBA certification database on the SBA Veterans Small Business Certification Program (VetCert) portal at https://veterans.certify.sba.gov/. The North American Industry Classification Code (NAICS) used for this requirement is 236220, Commercial and Institutional Building Construction with a Size Standard of $45.0M. IAW VAAR 836.204, the magnitude of this construction project is between $5,000,000 and $10,000,000. The VA will issue an Invitation for Bid (IFB) on or about November 21, 2023, via Contract Opportunities at https://sam.gov/. A site visit will be scheduled, and the date/time/location will be provided in the solicitation.
