It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. VA Loma Linda Healthcare System (VALLHCS) located at 11201 Benton St, Loma Linda, CA 92357 is seeking a potential qualified contractor that can provide wayfinding signage, this includes design and installation services. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 541410 ($9 Million Dollars). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the SBA Ceteran Small Business Certification (VetCert) Registry located at https://veterans.certify.sba.gov. STATEMENT OF WORK GENERAL SCOPE The Loma Linda Veterans Health Administration (LLVHA) has a requirement for wayfinding wall mounted mural to include material, design, and labor for the Main Facility at 11201 Benton Street, Loma Linda, CA 92357. Wayfinding wall mounted mural materials to be installed at various corridor locations throughout all four floors. See attached for reference. This requirement includes product material, design services, and installation services. The contractor shall provide all labor, materials, equipment, and supervisory necessary to satisfy the needs of each ordering activity. PERFORMANCE REQUIREMENTS The contractor shall provide and be responsible for the technical assistance, design development and generation for final specifications. Technical assistance includes providing direction on material and application that is best appropriate to accomplish wall graphic material per bases of design. Design service to be provided by contractor in coordination with COR and/or POC that will provide design direction on color and content. Design development phases to include up to (3) major revisions in the design of each line item. Contractor shall provide wall material strike off of approved design for review prior to wall material production. Contractor to produce approved wall material prior to scheduled installation. VA Loma Linda will remove any existing signage or obstructions currently located in the designated wall material locations prior to contract start of installation. Contractor installation to include all services related to installation of wall material with existing conditions including wall preparations to final product installation. Wall preparation to include patch and paint the affected wall area ready for wall mounted mural application. Level and finish. Patch wall blemishes and sand in preparation of primer/sealer application. Paint the affected area with wallcovering primer sealer. Contractor to ensure wall mural is installed with in the recommended timeline provided by the manufacture s recommendation after wall preparation. Wall material installation timeline at the VA Loma Linda Healthcare System will required coordination with renovation completion of the area, Period of Performance three months from award of contract. Estimated design phase completion in two weeks, production phase six weeks and delivery/installation 4 weeks. On site warehouse with loading dock available during regular business hours Monday through Friday 8:00 am to 4:00pm. Duty hours shall be 8:00am 4:00pm. The Federal Government recognized US holidays are: New Year s Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day. If the holiday falls on Sunday, it is observed on Monday. The contractor shall: 2.1 Coordinate and provide project management of all products and services to manage, order, ship, delivery and installation wall material from until final acceptance by [the Contracting Officer Representative (COR)] or POC. 2.2 Project phasing and scheduling requirements to include design, manufacturing, and installation. 2.2.1 Verify that staff can meet phasing, and delivery. 2.2.2 Include Contract Number and Purchase Order (PO) number on all shipping labels. 2.2.3 Not place product into production without clearance from the VA POC or COR. 2.2.4 Provide 30 days of no-charge storage. 2.2.5 Product to be delivered in four phases with one phase for each floor. KICKOFF MEETING The contractor(s) shall participate in a kickoff meeting within ten (10) days of task order issuance, in person at 11201 Benton Street, Loma Linda, CA 92357 or via phone. Time, date, and location shall be coordinated with the VA Point of Contact. PRODUCT General Vendor to provide design, wayfinding wall material, labor and installation material. Final wall material finished surfaces shall be free of scratches, mars, or blemishes, and withstand staining, and exhibit to flaking, cracking, or loss or adhesion. Wayfinding wall material shall have smooth finishes with no hazardous projections, sharp corners, or detail, which can be hazardous and cause personal injury or damage to clothing. Font sizes determined based on Integrated Wayfinding Recommended Technologies guidelines and PG 18-10 Signage Design Manual. OTHER REQUIRED DOCUMENTATION Contractor to provide at least (3) examples of previous wall material installations that are similar in wayfinding design intention. WARRANTY Provide standard manufacture s warranty that product is free from defects in materials and workmanship (includes shipping, parts, and labor for repair or replacement of defective items).
