STATEMENT OF REQUIREMENTS LOMA LINDA VA HEALTHCARE SYSTEM – MAIN FACILITY LIVE PLANTS PROCURMENT Objective The Government requires interior and exterior plants, containers, maintenance, and replacement for the Main Facility building at Loma Linda VA Healthcare System located at 11201 Benton Steet, Loma Linda, CA 92357. All plants and containers SHALL be provided/exchanged and removed by the contract. All plant quantities and locations are submitted to change due to construction, renovations, or occupancy type per the Contracting Officer Representative. All material provided/exchanged SHALL remain property of the contractor. Period and Place of Performance The installation of goods will take place at the Main Facility building in Loma Linda, CA. Contract Period of Performance Dates 12 months after award Contract Requirements Required services are: Plants, containers, maintenance, and replacement are to be coordinated with the Contracting Office Representative (COR) to avoid interrupting patient or visitor services. Vendor will perform work during standard business hours between 8:00 am – 4:30 pm. Vendor will upon award of contract propose plants, containers, maintenance and replacement schedule date and times with the COR. There is no laydown yard or external space for the Vendor’s/Offeror’s/Bidder’s equipment, transportation, and materials. Plants, containers, maintenance, and replacement will be for the following location: 11201 Benton Steet, Loma Linda, CA 92357 Vendor Requirements: a. Vendor must have access / use a proper acclimation / conditions commercial greenhouse or shade-house. b. Vendor will not use warehouse facilities for plant storage. c. Vendor must carry $1M General Liability insurance policy. d. Vendor employees must be state certified with “BMP” Best Management Practices. e. Vendor must have in house licensed pest control certifications. f. Vendor’s employees must always wear a company uniform when on Veterans Affairs property. g. Vendor vehicles must park in designated areas only. h. Vendor must follow all Veterans Affairs background requirements as necessary. i. Vendors must adhere to all Veterans Affairs rules and regulations and limit interaction with patients, visitors, and employees. j. Vendors are to respect patient privacy, facility safety, and infection control practices at all times. k. Vendors are never to interfere with or disrupt medical center operations. l. Vendors are to have active commercial accounts in similar size and scope providing references of those accounts. m. Vendors must be able to respond to service needs within 24 hrs. n. Any damage or theft of plants, containers, and seasonal decorations is the Vendor’s liability and must be immediately replaced. o. All plant containers shall be pre-approved by the Contracting Officer’s Representative Joseph Bou Harb via email Joseph.BouHarb@va.gov via submittal prior to placement. Scope of Services a. Weekly maintenance and watering of plants. b. Hand watering when needed for proper growth of the plant. c. Pruning of brown, wilted, and dead leaves when required. d. Removal and disposal off-site of plants and containers as needed. e. Dusting of plant material weekly. f. Detailed cleaning of containers on a weekly basis. g. Fertilization four (4) times per year with an all-purpose liquid 20-20-20 fertilizer. h. Insect and disease control as needed including weekly preferred environmentally friendly and/or green pest control. i. Camouflaging of grow pots with moss to present a neat, decorative appearance at all times. j. Water must be sourced locally. k. Transportation of water throughout the buildings must be in enclosed fiberglass pressurized water tanks. l. No buckets and / or hoses are permitted inside any building for watering interior plants. m. All plants must meet California standards. n. All plants will be 20-30% shade grown. o. All plant sizes installed as stated below in Section IV. p. All plant replacements are at the expense of the Vendor and to take place when the plants decline no more than 30% of their foliage from the time of install. t. Vendor assumes all liability for installation of plants to not harm or damage the surrounding physical environment.
