This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures, specifically FAR 13.5 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached to this announcement. 1.A. Project Title: Purchase of Dishwasher 1.B. Project Location: VA Tucson Healthcare System Southern Arizona Veterans Health Care Center (SAVAHCS) 3601 S 6th Ave Tucson, AZ 85723-0001 1.C. Solicitation number 36C26223Q0463 is issued as a Request for Quotation (RFQ). 1.D. Set Aside: This solicitation is 100% set aside for Service-Disabled Veteran Owned Small Businesses IAW Public Law 109-461, 38 USC Section 8127 1.E. Applicable NAICS code: 333310 1.F. Small Business Size Standard: 500 Employees 1.G. Type of Contract: Firm Fixed Price 1.H. Period of Performance/Delivery: 90 days after award 2. Background: The US Government, Veterans Affairs (VA), Veterans Integrated Services Networks (VISN) 22 Network Contracting Office, seeks to purchase one (1) Dishwasher brand name of equal to Hobart AM16VLT-BASX Tall Base Electric Door-Style Dishwasher. 3. Scope: Southern Arizona Veterans Health Care Center (SAVAHCS) requires one (1) dishwasher unit for the B30 kitchen as part of the kitchen modernization to re-establish full food service operations in support of SAVAHCS veterans. The dishwasher shall include at least a one-year manufacturer warranty. 4. Specific Tasks. 5. Task 1: Vendor shall provide one (1) each dishwasher according to listed Salient Characteristics below. Salient Characteristics: Unit must be brand name or have similar capabilities or better to the Hobart AM16VLT-BASX tall base electric high temperature ventless door-style dishwashing machine. Unit must be a door style, single tank dishwasher Unit measurements cannot exceed 25 ½ wide x 25 5/8 depth Unit high temperature must reach at least 180F (heat sanitizing) Unit must have ventless heat recovery system Unit must be constructed of stainless steel Unit must have automatic tank fill and drain Unit door opening must be at least 27 and fit 18 x 26 sheet pans Unit must have a pillarless opening Unit must have a delime notification, cycle Unit must be capable of washing a minimum of 40 racks per hour Unit must be capable of adjusting height in order to match service table height of 36 ½ inches. Unit power requirements: 208V. 40 Amps, Triple phase Warranty must be at least one-year parts and labor 6. Other Pertinent Information or Special Considerations a. Packaging, Packing and Shipping Instructions. Packaging to include all user guides and manufacturer cleaning instructions. b. Inspection and Acceptance Criteria. Equipment must be new and in good working order. 7. Offeror quotes must demonstrate meeting the salient physical, functional, or performance characteristic specified in this solicitation, otherwise will be considered non-responsive. The technical specifications for this requirement are listed for Brand Name or Equal. The Brand Name is Hobart AM16VLT-BASX 8. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this solicitation. All offeror quotes for this solicitation must be received electronically through email to David Odne at david.odne@va.gov no later than Friday, February 3rd, 2023, 11:00 AM PST. All interested companies shall provide quotations for the following requirements outlined in Enclosures 1. Ensure to reference solicitation number 36C26223Q0463 within subject line of the email. Any offeror quotes received after the prescribed date/time shall be considered non-responsive and will not be considered for award. Delivery Requirements: VA Tucson Healthcare System Southern Arizona Veterans Health Care Center (SAVAHCS) 3601 S 6th Ave Tucson, AZ 85723-0001 11. Whenever contact with a facility is required outside of normal duty hours, the Contractor shall coordinate these times with the designated COR, POC or designee. In accordance with 5 U.S.C. 6103, Executive Order 11582 and Public Law 94-97 the following national holidays are observed and for the purpose of this contract are defined as Legal Federal official holidays New Year s Day January 1st Martin Luther King s Birthday Third Monday in January President s Day Last Monday in January Memorial Day Last Monday in January Juneteenth June 19th Independence Day July 4th Labor Day First Monday in September Columbus Day Second Monday in October Veteran s Day November 11th Thanksgiving Day Fourth Thursday in November Christmas Day December 25th 12. Noncontract Charges: The contractor shall not perform any service that will result in additional charges without prior approval from the Contracting Officer. 13. Payment: Payment will be made upon receipt of a properly prepared invoice which references the period for which payment is due, the contract number and/or assigned purchase order number. The invoice must include the correct payment address. 14. All shipping costs will be included in the cost of the hardware in the contract. 15. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 Effective January 30, 2022.
