The purpose of this Request for Information (RFI) is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 334516, size standard 1,000 employees. Note that if VA s pending market research establishes reasonable expectation that two or more SD/VOSB s who are capable and certified at VA s VIP database, or two or more Small Business concerns will submit offers, VA will set aside the underlying solicitation pursuant to 38 U.S.C. §8127 or the Small Business Act Rule of Two. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. The submission of pricing, capabilities for planning purposes, and other market information is highly encouraged and allowed under this RFI in accordance with (IAW) FAR 15.201 (e). This notice will assist the VA in determining sources only and a solicitation is not currently available. This notice is neither a formal solicitation nor a request for competitive proposals. The Department of Veterans Affairs (VA), Network Contracting Office 22 (NCO 22), located at 4811 Airport Plaza Drive, Long Beach CA 90815 is seeking sources that can provide Hematology Testing Services on a Cost-Per-Reportable-Result (CPRR) basis for Raymond G. Murphy Department of Veterans Affairs Medical Center. See Attachment A. SOW for more details that describe the requirement. Currently, NCO 22 and the Veteran Integrated Service Network 22 (VISN 22), Pathology and Laboratory Medicine Services (PALMS) are working a procurement to fulfill the requirement of automated hematology analyzers through CPRR Indefinite Delivery/Indefinite Quantity (IDIQ) contract for VA Desert Pacific Healthcare Networks. This requirement is only for Raymond G. Murphy Department of Veterans Affairs Medical Center. Sysmex instruments are already in place at the medical center. This procurement will act as a bridge contract until the VISN 22 Hematology IDIQ contract is finalized and awarded. The information on Attachment A. SOW is descriptive, not restrictive, or inclusive, and to indicate the quality of supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the Government they can provide the supplies/services being requested. Please note that Attachment A. SOW is a draft and can be revised based on the information from the responses received.
