DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C262-22-AP-4977 Contracting Activity: Department of Veterans Affairs, Regional Procurement Office West (RPOW), Network Contracting Office 22 (NCO-22), 4811 Airport Plaza Drive, Suite 600, Long Beach, CA 90815. Transaction Number: NA Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This acquisition is a one (1) month bridge contract to support the Arizona and New Mexico VA hospitals Prosthetic Services to prevent a lapse in Home Oxygen services during the award and post award phases of the long term contracts currently being put in place. Estimated Amount: $697,783.00 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This requirement is for a follow-on bridge contract to contract VA258-16-D- 0142. These services are detrimental to the medical center s ability to provide the needed services to Veteran beneficiaries. These services are not available within the VA system and must be utilized through mission partners. Description of market research conducted and results or statement why it was not conducted: A seasrch of the SAC did not reveal any mandatory contracts for these services. A search of the VIP database verified that the vendor is not an SDVOSB/VOSB. Additionally a search of the SAM database revealed that the vendor has a valid SAM registration and does not apprear on the Excluded Parties List. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
