This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures, specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items; and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached to this announcement. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2021-05, dated March 10, 2021. Solicitation # 36C26221Q1194 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award. This procurement will be issued under a small business set aside. The North American Industry Classification System (NAICS) Code is 334510 and the Small Business Administration s (SBA) size standard of 1,250 Employees. The Government is seeking a contract to acquire Continuous Renal Replacement Therapy System for the VA Greater Los Angeles and VA San Diego Healthcare System. This solicitation is being procured as a brand name or equal IAW 52.211-6 -- Brand Name or Equal. The submissions must meet the following salient characteristics: This solicitation is allowing alternate items, provided the items meet all of the physical, functional, and performance salient characteristics of the items identified below. All interested parties providing a quote must identify exactly what items they are providing. At a minimum, the submission shall include make, model, functionality, and description. In order for the quote to be considered, all equal items will be evaluated on the basis of the information furnished in addition to the quote. The contracting officer is not responsible for locating or obtaining any information not identified in the quote. Continuous Renal Replacement Therapy System (CRRT) Must be capable of delivering continuous renal replacement therapy (CRRT) for a 24-hour period for metabolic control, fluid removal, acid/base control and electrolyte balance Must provide One platform with multiple therapies to perform in an intensive care unit environment: Continuous veno-venous hemodiafiltration pre and post Continuous veno-venous hemodialysis Continuous veno-venous hemofiltration Slow continuous ultrafiltration Therapeutic plasma exchange Must provide fluid algorithms to help balance patient chemistry with fluid removal for therapy delivery. Must provide Integrated Electronic Medical Records connectivity Must offer: Accurate fluid management Provide integrated anticoagulation Multiple sterile solution formulations dialysate and replacement formulations with self-sealing luer lock to decrease solution waste 6. Must Have: - Air removal chamber - Automated and integrate pressure monitoring system - Integrated EMR connectivity with Phillips IntelliSpace Critical Care & Anesthesia application - Safety self-checks for a minimum of every 2 hours - Adjustable high-resolution LED integrated touchscreen - Step by step instruction for set up both description/pictures and for all alarm troubleshooting - Self-clearing alarms technology to decreases alarms and nursing interventions - Integrated Barcode reader to accurately provide hemofilter sets with filter parameters - Patient Safety clamp - Blood leak detector - Automatic Blood Return - Pre-Blood, Dialysate and Replacement pumps - Gravimetric fluid management - Hand-held barcode reader - Ultrasonic air detector - Fluid leak detector - Management of electrostatic charges to avoid ECG interference - Pressure monitoring capability - Adjustable display - Patient fluid removal catch-up feature - Deaeration chamber - Automated liquid level sensor - Blood pump ramp - Auto-effluent drain accessory 7.
