Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of businesses, including Veteran Owned Small Business (VOSB) and Service Disabled Veteran Owned Small Businesses (SDVOSB), interested and capable of providing Armored Car Services, per paragraph five (5) below, for the VA Long Beach Healthcare System (VALBHS), VA Greater Los Angeles Healthcare System (VAGLAHS), VA Loma Linda Healthcare System (VALLHS), and VA San Diego Healthcare System (VASDHS). 2. The NAICS for this requirement is 561613, Armored Car Services - This U.S. industry comprises establishments primarily engaged in picking up and delivering money, receipts, or other valuable items. These establishments maintain personnel and equipment to protect such properties while in transit. 3. Interested and capable Contractors should respond to this notice not later than February 05, 2021 by providing the following via email only to Tracey.Williams-Douglas@va.gov. (a) company name (b) address (c) point of contact (d) phone, fax, and email of primary point of contact (e) DUNS number (f) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 5 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar supplies/services to that described in paragraph 5 below. 4. SDVOSB/VOSB respondents. (a) SDVOSB/VOSB respondents are encouraged to provide proof of registration in the Veteran Information Pages at https://www.va.gov/osdbu/. Further, SDVOSB and VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they can provide the requested services keeping within the parameters of this clause. (b) SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVOSB contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 5. Required Services: VALBHS, VAGLAHS, VALLHS, & VASDHS requires armored car services that include the following: SPECIFICATIONS: Contractor shall make daily pick-ups and deliveries Monday through Friday (excluding holidays) during the hours specified for each location from Veterans Canteen Service Office/Agent Cashier and bank locations. When making deliveries and pickups to and from the healthcare facility and banking location, the Contractor s is required to proceed directly to and from the pickup/delivery points with no other stops to other routes. The Contractor shall make pickups/deliveries from the healthcare facility/banking locations deposits on the same day. The Contractor shall be securely seal and lock shipments in a container/bag. The contractor shall be liable for any loss of shipments from the time of pick-up until delivered to the facility/bank. Contractor is liable up to a maximum of $25,000 for damage and/ or lost shipments. Contractor shall provide emergency pickup service as needed when requested by the Contracting Officer Representative (COR). The Contractor is required to notify the COR of any unusual events that impede him from making pick-ups and deliveries as required by the contract. A written report of the event shall be delivered to the COR by close of business the next working day. If a pickup/delivery day coincides with a federal or bank holiday, the facility shall have the option to request an additional pickup/delivery during the same week at no additional charge to the Government. REPORTING/DOCUMENTATION: The Contractor shall provide a copy of signed and dated receipt for each pick-up/delivery indicating that the shipment was received securely in a sealed package(s) free from any cuts, holes, or other defects that could permit loss of contents. The Contractor must maintain a record and log of daily pick-ups and deliveries indicating time and date of pick-up, delivery, number per facility. 5. DRIVERS SPECIFICATIONS: All drivers shall maintain a valid driver s license in the State of California. All drivers shall be twenty-one (21) years of age or older. The driver shall be licensed with the Bureau of Security and Investigative Services. The Contractor shall provide a driving record for each driver performing the duties as a driver upon request of the Contracting Officer Representative (COR) for the duration of the contract. Drivers shall not make any stops, for any reason, during the transport of items under this contract. 7. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) can perform the required services, the VA will set aside the underlying solicitation per 38 U.S.C. §8127. --End of Sources Sought Announcement--
