Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of businesses, including Veteran Owned Small Business (VOSB) and Service Disabled Veteran Owned Small Businesses (SDVOSB), interested and capable of providing Temporary Warehouse Staffing for Supply Chain Management functions, per paragraph five (5) below, for the VA Greater Los Angeles Healthcare System located at 11301 Wilshire Blvd, Los Angeles, CA 90073. 2. The NAICS for this requirement is 561320, Temporary Help Services. 3. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar supplies/services to that described in paragraph 5 below. 4. SDVOSB/VOSB respondents. (a) SDVOSB/VOSB respondents are encouraged to provide proof of registration in the Veteran Information Pages at https://www.va.gov/osdbu/. Further, SDVOSB and VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they can provide the requested services keeping within the parameters of this clause. (b) SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVOSB contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 5. Required Services. The VAGLAHS requires Temporary Warehouse Staff for Supply Chain Management functions that include the following: Materials Handler/Warehouse:DRAFT The Contractor shall provide temporary staffing, duties, and hours as shown below: Contractor shall receive and deliver supplies and equipment Contractor shall receive, store and move hazardous and toxic materials and substances, such as certain types of chemicals or radioactive materials, in accordance with facility and regulatory requirements. Contractor shall prepare shipping and inventory documents for manual or automated inventory systems. Contractor shall conduct inventory of stock on hand and communicate discrepancies to leadership. Contractor shall ensure products and shelving are marked with corresponding identification numbers. Contractor shall consolidate materials and provide maximum space utilization and protection of materials. Contractor shall coordinate incoming and outgoing shipments and placement of materials on the docking area, which may require scheduling personnel to facilitate movement of materials in accordance with priorities, scheduling requirements and space allocations. Contractor shall assist in developing plans for storage and arrangement of stock in accordance with VA policies and regulations that determine the configuration setup, movement, rearrangement and traffic flow. Contractor shall manage space and storage in accordance with VA policies and regulations for a specific commodity or equipment group, such as general supplies, construction materials, medical supplies, and high value items. Contractor shall serve as a member of warehouse project team of materials handlers involved in special projects, as needed, such as conversion of the warehouse from a manual to an automated system, relocating a major commodity or equipment group, or setting up a new commodity group area. Contractor shall support wall-to-wall and periodic inventories. Contractor shall assists as needed, in other functional areas of the section and perform other duties as assigned. Contractor shall provide and receive supplies and materials to the VA Health Care System and supported catchment area. Contractor shall unpack/uncrate supplies from shipping cartons; properly store supplies and material in main/primary inventory areas; store items in accordance with established guidelines; utilize a computerized inventory system to ensure sterility and integrity of the supplies and material and the data integrity of the inventory management system. Through periodic inventory and discussion with ward and clinical personnel, contractor shall maintain stock levels; return reusable supplies to the distribution area and inform clinic and ward personnel on new or changed items, supplies, current medical supply resources, and shelf life. Contractor shall perform other duties as assigned. Contractor shall provide supervision of all temporary staff, to include monitoring performance and timekeeping. DRAFT Work as teams to facilitate movement of materials in accordance with priorities, scheduling requirements and space allocations. Communicates discrepancies to leadership. Makes off-site deliveries in motor vehicle, truck, or van not exceeding 29,000 Gross Vehicle Weight Rating (GVWR), with electrical or hydraulic lift. Off-site deliveries are to Santa Luis Obispo once per month and Sepulveda Ambulatory Care Center/Los Angeles Ambulatory Care Center once per week. Must possess a valid, state driver s license or commercial driver s license (CDL), as applicable, to operate a motor vehicle or commercial vehicle. Performs other duties as assigned. Work Schedule: Full-Time (8 hours per day), Rotating Schedule: (must be able to rotate to work on the weekend/holiday) Overtime may be required once per month 1st Shift: 7:00 am 3:30 pm; 3 Contractor employees 2nd Shift: 7:30 am 4:00 pm; 3 Contractor employees Supply Technician/ Medical Supply Distribution: Contractor shall provide temporary supply technicians whose primary duties are to ensure that supplies and material are distributed to all areas serviced by Logistics to include, sterile and non-sterile medical supplies. Assignment functions include but are not limited to: physical inventory of supplies and materials utilizing a barcode scanner, creating orders, pulling supplies, and restocking the distribution points. Contractor shall have knowledge of applicable policies and procedures as well as inventory systems such as the generic inventory package (GIP), bar-coding, aseptic procedures and Logistics processes. Contractor shall maintain stock at secondary inventory locations for all clinical and administrative services. Contractor shall pull stock inventory and material from main inventory for delivery; replenish stock inventory; interacting with clinical customers to ensure issues and needs are identified and either resolved or escalated to supervisors as needed; recommending revisions in stock levels as needed to supervisor; communicating to the lead or supervisor any concerns related to supplies and procedures; providing information as needed orally or in writing regarding customer concerns and general telephone inquiries; communicating with customers to obtain information regarding medical supplies. Contractor shall monitor expiration dates and rotate stock to limit outdates of stock and remove items from use as required by the outdates. Contractor shall support manager in checking inventory for stock to identify recalled items and hazard alerts; ensure critical supplies are appropriately monitored and controlled, resolve deviations when possible, and escalate significant deviations to the supervisor. Contractor shall perform daily inventory of secondary inventory points using bar coding DRAFT equipment on a predetermined schedule that will allow for timely replenishment orders. Contractor shall resolve discrepancies between records and physical count of stock. Contractor shall distribute items according to established requirements in computerized inventory management systems such as GIP. Utilize a pager or similar device to expedite the pick/delivery of items needed in user areas throughout the Veteran Affairs Health Care System (VA HCS) and supported catchment area. Contractor shall fill requests for items based on daily schedules of need or an emergency as appropriate. Contractor shall clean assigned secondary areas (shelves and bins) in accordance with aseptic principles as published in infection control guidelines, local Standard Operating Procedures (SOPs), and Joint Commission standards as scheduled. Contractor shall deliver supplies in a timely and accurate manner. Contractor shall ensure supplies and material delivered are in sterile/clean and operational condition. Contractor shall make deliveries to wards, clinics and other secondary locations that may be in remote sites. Delivery by motor vehicle may be required. Contractor shall complete specialty cart preparation and stocking. Contractor shall support wall-to-wall and periodic inventories. Contractor shall assists as needed, in other functional areas of the section and perform other duties as assigned. Contractor shall unpack/uncrate supplies from shipping cartons; properly store supplies and material in main/primary inventory areas; store items in accordance with established guidelines; utilize a computerized inventory system to ensure sterility and integrity of the supplies and material and the data integrity of the inventory management system. Contractor shall perform daily physical count of secondary inventory points using bar coding equipment and automating supply cabinets on a predetermined schedule that will allow for timely replenishment of orders. Contractor shall create computer generated order ticket, using computerized inventory management systems such as GIP and pull stock from primary inventory. Contractor shall deliver supplies in a timely and accurate manner, ensuring supplies are delivered are in clean/sterile and operational condition. Deliveries will be to wards, clinics and other secondary locations that may be in remote sites. Delivery by motor vehicle may be required.; recommending revisions in stock levels as needed to supply changes to MSD Supervisor. Contractor shall clean assigned secondary areas (shelves and bins) in accordance with aseptic principles as published in infection control guidelines, local Standard Operating Procedures (SOPs), and Joint Commission standards as scheduled. Contractor shall monitor expiration dates, rotates stock to limit outdates and removes items from use as required by outdates. Supports Inventory Managers in checking secondary inventory points for recalled items and hazard alerts. Contractor shall interact/communicate with clinical customers, MSD staff and supervisor to ensure issues and needs are identified, resolved, or escalated to Inventory Management Specialists as needed. Communicate any concerns related to supplies, equipment and procedures, providing information as needed orally or in writing. Contractor shall complete specialty cart restocking. Contractor shall Remove supplies from shipping cartons; properly stores supplies in primary inventory areas. Stores items in accordance with established guidelines, to ensure sterility and integrity of the supplies and the data integrity of the inventory management system. Contractor shall Supports wall-to-wall and periodic inventories. Contractor shall Performs other duties as assigned.
