The purpose of this sources sought announcement is for market research to make the appropriate acquisition decision(s) and to gain knowledge of potential qualified sources and their Small Business Administration (SBA) size classification in relation to the North American Industry Classification System (NAICS) 238210 Electrical Contractors and Other Wiring Installation Contractors. The Department of Veterans Affairs, Network Contracting Office (NCO) 22 is seeking a source to perform PMI-test-certification of electrical switchgear at/for the VA Greater Los Angeles Healthcare System (VAGLAHCS) which includes VA West Los Angeles, VA Sepulveda Ambulatory Care Center, and VA Los Angeles Ambulatory Care Center. Contractor shall provide all manner, means, methods, equipment, expertise, incidentals, labor, materials, parts, services, supervision, supplies, tools, transportation, and qualified personnel necessary to perform tri-annual PMI-test-certification of electrical switchgear per The Joint Commission (TJC) criteria, VA Directive 1028, and NETA standards in accordance / compliance with current codes, directives, regulations, industry guidelines / standards, and Statement of Work (SOW) at/for the VA Greater Los Angeles Healthcare System. Testing shall conform to NETA standards and shall consist of cleaning, lubricating, and calibrating circuit breakers, protective relays, and any associated distribution equipment, including cleaning of all de-energized components, compartments, surfaces of the switchgear and related equipment. Before commencement of work, the Contractor shall confer with the VA COR to agree on a sequence of procedures and means of access to premises and building. All work performed shall be made with minimal interference to Government operations and personnel as these are active hospital campuses. Records of the as found and the as left condition shall be provided in a binder. Three (3) copies of the test reports shall be provided to the VA POC within 30 calendar days of the completion of the testing. A summary of deficiencies and recommendations shall be included with the test report. Contractor shall meet any current or future requirement approvals or certifications as may be levied by applicable legal, regulatory, accrediting / governing body, and/or local / State / Federal requirements as required by a separate written narrative report via electronic format (email) to the COR and CO for law. Contractor shall perform electrical testing on 4160 transformers / circuit breakers by performing transformer Turns Ratio Test (TTR) and HiPot testing, all 480V circuit breakers, cleaning and lubrication, tightening all bussing and breaker connections, calibration and testing for correct voltage within GE relays. VAWLAHCS has four (4) Buildings 299, 304, 500 and 501; VASACC has two (2) substation locations; and VALAACC has one (1) substation. Specifically, the Contractor is required to perform the following to each of the electrical equipment: FP5000 Protective Relays Visual & Mechanical Inspection Compare equipment nameplate data with drawings and specifications. Inspect relays and cases for physical damage. Verify the unit is clean. Relay case a) Tighten case connections. b) Inspect cover for correct gasket seal. c) Clean cover glass. Inspect shorting hardware, connections paddles, and knife switches, if applicable. d) Remove any foreign material from case. e) Verify target reset. 5) Relay a) Inspect relay for foreign material, particularly in disk slots of the damping and electromagnets, if applicable. 6) Verify the relay settings are in accordance with the coordination study. Determine instantaneous pickup. 5kV Switchgear (Substation 1 & 2) Visual & Mechanical Inspection The equipment nameplate data will be compared with the single line diagram if available. Visually inspect the physical, electrical & mechanical condition including evidence of moisture or corona. Check appropriate anchorage, required area clearances & physical damage. Verify with the single line diagram that the fuses and circuit breakers correspond to the drawings, if available. Verify if the settings of the relays/trip units correspond with the coordination study, if available. Check if the current and voltage transformer ratios correspond to the drawings, if available. Inspect all accessible bus connections for high resistance and verify connections by calibrated torque-wrench method in accordance with manufacturer s published data or by industry standard. Check insulators for evidence of physical damage or contaminated surfaces. Clean the switchboard prior to testing unless as-found and as-left tests are required. Electrical Tests Perform insulation-resistance tests on each bus section, phase-to-phase and phase-to-ground for one minute, if applicable. Perform low-ohmmeter resistance test on each bus, if applicable. Perform insulation-resistance tests on the control power transformers & voltage (potential) transformers from winding-to-winding and each winding to ground. MV Circuit Breakers Visual & Mechanical Inspection The physical and mechanical condition will be inspected. Check alignment, anchorage and grounding. Perform mechanical operational tests on both the circuit breaker and its operating mechanism. Inspect bolted electrical connections for high resistance using low-resistance ohmmeter. Clean unit prior to testing unless as-found and as-left tests are required. Check contact lubricant on moving current-carrying parts. Check lubrication on moving and sliding surfaces. Record as-found and as-left operation counter readings. Electrical Tests Perform contact resistance test. Perform insulation resistance tests pole-to-pole, pole-to-ground, and across open poles at 2500V minimum. Perform vacuum integrity (overpotential) test across each vacuum bottle with the breaker in open position in accordance with the manufacturer s published data. 5kV Disconnect Switches Visual and Mechanical Inspection Inspect the condition of the disconnect switches physically and mechanically. Check anchorage if suitable and required area clearances. Check equipment grounding. Check blade alignment, blade penetration, travel stops and mechanical operation. Confirm that fuse ratings and types are in accordance with drawings and short-circuit and coordination studies. Confirm that expulsion-limiting devices (if applicable) are in place on all holders having expulsion-type elements. Check all accessible bolted electrical connections for high resistance using calibrated torque wrench method. Test interlocking systems for correct operation and sequencing. Inspect insulating assemblies for evidence of physical damage or contaminated surfaces. Exercise all accessible active components. Check indicating and control devices for correct operation. Verify operation of heaters, if applicable. Thoroughly clean unit prior to testing unless as-found and as-left tests are required. Check proper contact lubricant on moving current carrying parts. Check proper lubrication on moving and sliding surfaces. Electrical Tests Perform insulation-resistance on each pole, phase-to-phase and phase-to-ground with switch closed and across each open pole for one minute, if applicable. Perform resistance measurements through all accessible bolted connections with a low-resistance ohmmeter, if applicable. Measure contact resistance across each switchblade and fuse holder. Verify fuse resistance/continuity. LV Switchboard & Circuit Breaker Visual & Mechanical Inspection The equipment nameplate data will be compared with the single line diagram if available. Visually inspect the physical, electrical & mechanical condition including evidence of moisture or corona. Check appropriate anchorage, required area clearances & physical damage. Verify with the single line diagram that the fuses and circuit breakers correspond to the drawings, if available. Verify if the settings of the relays/trip units correspond with the coordination study, if available. Check if the current and voltage transformer ratios correspond to the drawings, if available. Inspect all accessible bus connections for high resistance and verify connections by calibrated torque-wrench method in accordance with manufacturer s published data or by industry standard. Functionally test by secondary injection the circuit breakers, if applicable. 3-Phase Dry Type Transformers Visual and Mechanical Inspection The physical, electrical, and mechanical condition including evidence of moisture, corona or brittleness will be inspected and evaluated. Check that control and alarm settings on temperature indicators are as specified, if applicable. Check that cooling fans operate, if applicable. Check that the core, frame and enclosure are grounded properly. Check the presence of transformer surge arresters, if applicable. Thoroughly clean unit prior to testing unless as-found and as-left tests are required. Check that the as-left tap connections are as specified. Electrical Tests Perform insulation-resistance tests winding-to-winding and each winding-to-ground. Perform transformer turn s ratio tests at the designated tap position. Lightning/Surge Arresters Visual and Mechanical Inspection The physical and mechanical condition will be inspected. Check for proper mounting and adequate clearances. Inspect bolted electrical connections for high resistance using low-ohmmeter resistance method. Check if the ground lead on each device is individually attached to a ground bus or ground electrode.
