This is a Pre-Solicitation Notice only; no proposals are being requested at this time. Under authority 38 USC 8153, the Department of Veterans Affairs (VA), Network Contracting Office 22, Long Beach, California intends to procure Primary Care services and Space/Administrative Support for Mental Health/Tele-Mental Health and Specialty Care services in the form of Community Based Outpatient Clinics (CBOC). This procurement shall be conducted in accordance with FAR Part 12, FAR Part 15 and VAAR 873. The VA San Diego Healthcare System (VASDHS) has a requirement for one (1) CBOC. The CBOC shall be physically located within the city limits of Escondido, CA, and solely dedicated to Veteran beneficiaries of VASDHS, 3350 La Jolla Village Dr. San Diego, CA 92161. The Contractor shall provide the facility, clinical staff, administrative support, equipment, and labor necessary in a clinical environment. The NAICS code is 621498, All Other Outpatient Care Centers (Size Standard is $20.5 Million). The estimated quantity of Veterans Per Member Per Month (PMPM) for the Base Year is 4,447. The estimated quantity of space required for VA Mental Health/Tele-Mental Health and Specialty Care is: 2,575 Square Feet. The Government intends to make a single award for this location. The resulting contract shall be an Indefinite Delivery/Indefinite Quantity (IDIQ) for a base year, with the Government s option to exercise nine (9) one-year option periods.
