Description: VA Greater Los Angeles Healthcare System is seeking a contractor to inspect their Turbocharger EMD 645-E4 Emergency Generator Unit 1.c. Project Location: VA Greater Los Angeles Healthcare System, 11301 Wilshire Blvd, Los Angeles, CA 90073 1.d. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26220Q0422. 1.e. Set Aside: This solicitation is Unrestricted. 1.f. Applicable NAICS code: 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. 1.g. Small Business Size Standard: $7.5 million 1.h. Type of Contract: Firm Fixed Price 1.i. Period of Performance: 30 days 1.j Request for Information (RFI) should be submitted via email no later than 0100pm PDT Monday February 24, 2020 to Ositadima.ndubizu@va.gov. 2. Statement of Work 2.1. Objective. VA Greater Los Angeles Healthcare System is seeking a contractor to inspect their Turbocharger EMD 645-E4 Emergency Generator Unit in order to determine efficiency and improve response to emergency relief. 2.2. Background. Contractor is to perform inspection of 16-645 EMD engine with serial number 75M1-1042 located at 11301 Wilshire Blvd Los Angeles CA 90073, Building 501 2.3. Scope. The contractor will: Inspection to be performed: Air Box Crankcase Crankshaft and connecting rods Pistons and Piston rings Cylinder Liners Cylinder head mechanism with engine idling and at operating temperature Engine fuel lines and connections for leaks Engine water system for leaks Lubricate governor linkage parts and inspect governor oil level Operation of soak back pump and motor Engine nut and bolt retorquing (cylinder head crab nuts, head frame to crankcase bolts, main lube oil and piston cooling oil pump shaft nut, turbocharger to air duct bolts, aftercooler to air duct bolts and air duct to crankcase bolts) Turbocharger seal and components as per EMD manufacturer specifications. Provide a detailed list of findings and recommended repairs as per manufacturer specifications. Obtain information from onsite personnel on any abnormal observations. 2.4. General Requirements. Potential Vendors must be an EMD certified and authorized service company. Understand OEM dimensions, tolerances and specifications for EMD 645-E4 engines. 2.5. Period of Performance. The period of performance will be 30 days. Normal working hours at the sites are 8:00 am 4:00 pm Monday through Friday, excluding National holidays. 2.5.a. Contractor Employees 2.6.a. The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. Contract Personnel shall be subject to the same quality assurance standards or exceed current recognized national standards as established by the Joint Commission (JC). 2.6.b. Badge. Contractor shall obtain a Contractor I.D Badge from the VA Police. All Contractor personnel are required to wear I.D Badge during the entire time on VA facility. The I.D Badge MUST have an identification picture and shall state the name of the individual and the company represented. 2.6.c. PARKING: It is the responsibility of the contract personnel to park in the appropriate designated parking areas. Parking information is available from VA Police & Security Service Office. The Contractor assumes full responsibility for any parking violations. 2.6.d. Smoking is strictly prohibited on the grounds of any VHA facility. Per VHA Directive 1085 dated March 5, 2019, it is VHA policy that all VHA health care facilities, including hospitals, community clinics, administrative offices and Vet Centers, will be smoke-free for patients, visitors, contractors, volunteers, and vendors effective October 1, 2019. There will no longer be designated smoking areas. 2.7. Contractor Personnel The Contractor shall provide a contract program manager who shall be responsible for the performance of the work. The name of this person shall be designated in writing to the Contracting Officer. The Contractor s Program Manager shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.
