The VA Sierra Nevada Health Care System in Reno, NV is planning a Triennial Circuit Breaker and Feeder Testing requirement per ANSI/NETA MTS, covering labor, materials, equipment, supervision, and testing for medium-voltage oil-cooled switches, liquid-filled and air-cooled transformers, low/medium-voltage circuit breakers 225A 3-pole and above, and feeder cables. The scope includes VLF testing of MV cables, torqueing/meggering, breaker functional testing/exercising, standard and infrared photography, MV vault site visits, an overcurrent protective device coordination study with updated single-line diagrams, and arc flash hazard analysis with new campus labels. Testing must be performed off-hours (6 PM–6 AM and weekends), photography during normal hours, and final report, photos, PDF/CAD studies, and deficiency/full MV cable replacement cost estimates are due within 7 days after completion. Period of performance is 60–90 days after notice to proceed, and interested vendors should provide capability information including business size/socio-economic status, SAM UEI, relevant NETA/VLF/225A+ breaker/IR/coordination/arc flash experience, teaming and subcontractor plans, and experience managing projects between $250,000 and $750,000.
