Government intends to award a TOPR firm-fixed price without conducting discussions with offerors; however, the Government reserves the right to conduct discussion if later determined to be in the best interest of the Government. The solicitation will contain all necessary proposal instructions for Construction Services for Project No. 570-25-501, Replacement of Automatic Transfer Switches (ATS) for the VA Central California Health Care System, located in Fresno, CA. The location of the requirement will be the Department of Veterans Affairs, VA Central California Health Care System, 2615 E. Clinton Avenue, Fresno, California 93703. The work to be performed will be as required in the SOW, drawings, and specifications. The Total Duration of Construction for this requirement is estimated to be 366 calendar days from notice to proceed (NTP). Work will include, but not be limited to the following: Line Item 1: Building 2 Interior - Serving MCC1 The Automatic Transfer Switch (ATS) providing service to the Boiler Plant has exceeded life expectancy and requires replacement. The scope will ensure full functionality of existing conditions while in compliance with VACCHCS standards. The VA Central California Healthcare System (VACCHCS) requires a vendor to provide temporary electrical equipment in place of existing equipment being demolished during construction of the new equipment until replacement is complete. Contractor will provide all tools, materials, labor, and supervision the construction required for replacing ATS and associated electrical equipment in the boiler plant of Building 22. Building 22 Exterior Serving B3, B25 and T5 The Department of Veterans Affairs (VA), VACCHCS Fresno Facilities Maintenance Service, requires a contract for Replace Boiler Plant s Exterior ATS. The automatic transfer switch is critical to ensure continuity for hospital operations in loss of normal power. This repair should be coordinated with COR to insure minimal impact to hospital services. The ATS in no longer function and needs replacement. c. Site Visit The contractor is to evaluate and confirm the electrical requirements of the system. Electrical power equipment must match existing power requirements and capacity. (i.e. voltage, amperages, and sizing) 4. Rent and Locate Temporary Generator that has adequate Capacity to Power Switchboard BSB for duration of installation. 5. Consider reusing existing conduit pathways when feasible. 6. Generator maintenance must be upkeep by contractor. Must utilize a vendor that is familiar with electrical ATS installation and replacement for commercial locations 7. Fuel must be maintained and checked per federal standards. 8. Fuel must be replaced to keep equipment powered during construction Replacement. 9. If the existing generator should fail, a backup generator must be able to be replaced within 24 hours by contractor.
