THIS IS A SOLICITATION ANNOUNCEMENT. Project No.: 640-23-104 Project Title: Correct Mental Health Deficiencies in Building 520, Veterans Health Administration, Regional Procurement Office West, Network Contracting Office 21 (NCO 21) on behalf of VA Palo Alto Health Care System. Description: The Department of Veterans Affairs Palo Alto campus has a requirement to correct Building 520 mental health deficiencies in accordance with the statement of work (SOW), specifications and drawings. Contractors must demonstrate their ability to meet all requirements listed in this notice. See attached in documents. All information in this pre-solicitation announcement is a draft and subject to amendment(s) and is in no way binding to the Government. In consideration of time, a draft copy of the SOW is being posted along with the specifications and drawings for review ahead of a scheduled sited visit To Be Determined and will be released with solicitation posting. A request for proposal will be issued as a full and open competition after exclusion of sources in accordance with VAAR 819.7006 under the Network Contracting Office 21 (NCO21) Multiple Award Construction Contract (MACC) Group 2. The applicable North American Industry Classification System (NAICS) Code is 236220 Commercial and Institutional Building Construction, and the small business size standard is $45M. PSC Code is Z2DZ, Repair or Alteration of other Hospital Buildings. Project magnitude is between $2,000,000 and $5,000,000 in accordance with VAAR 836.204. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Potential Offerors also need to verified in VetCert as a Service-Disabled Veteran Owned Small Business (SDVOSB) from Network Contracting Office 21 (NCO 21) This is a pre-solicitation announcement only. Solicitation documents will be available on or around mid-late May 2025. The solicitation will be a request for proposal (RFP), which will contain proposal instructions, a scope of work (SOW), drawings, and specifications, etc. A pre-proposal conference will be held in person prior to site visit; date to be determined in solicitation release. The pre-proposal conference should be attended by people preparing the response.
