As part of its Market Research, NCO 21 is issuing this RFI to determine if there exists an adequate number of qualified interested contractors capable of providing driver rehabilitation services as further described in the drafted salient characteristics. The Government may use the responses to this RFI for information and planning purposes. The drafted statement of work (SOW) describes only the currently contemplated possible scope of work and may vary from the work scope in a final SOW included in any Request for Quote (RFQ). The contractor will be providing medical equipment for the VA Fresno Medical Center, 10535 Hospital Way, Fresno CA 93703. There is no solicitation document as this time. The NAICS is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying and Controlling Industrial Variables, with Small Business size of 750 employees. Clearly identify what functions/experience/resources your company has and will be able to perform independently of a subcontractor. Ambiguous responses that lack clarity will affect the Contracting Officer s ability to determine if your company is a viable source for this requirement. Statement of Work Salient Characteristics- Brand Name or Equal Enterprise-Wide Temperature/Humidity Tracking System 24 hours a day, 7 days a week, 365 days a year Wireless continuous Temperature/Humidity Monitoring Customizable Cascading Alarm System Calibration with written certification of the accuracy of the monitoring device Buffered temperature probes Probes double as digital data loggers allowing data to be locally stored at the unit even during power outages Data must be digitally maintained and archived for easy retrieval (data must be stored for at least 3 years) Data log files in a familiar file format. User- friendly real-time dashboard that allows for adding additional users at the service level System is able to provide alarm notifications via text, email (email groups not just individuals) Easily expandable system allowing for additional monitoring as station requirement s change Must meet all regulatory standards for temperature/humidity monitoring as required by the stakeholders ( Clinical Laboratory, Pharmacy, Supply Chain Management, Nutrition and Food Services, Engineering, Operating Room, Sterile Processing Service, and Prosthetics) SUMMARY OF REQUIREMENTS. Contractor shall provide all labor, parts, materials, tools, equipment, travel and supervision install, support, and maintain (to include extended hardware/ software warranties, software support/updates, training, system monitoring, monthly performance analysis and remote troubleshooting) an enterprise-wide Temperature and Humidity Monitoring System located at VA Central California Health Care System (VACCHCS). Prior to bid, vendors are requested to do a comprehensive site visit to ensure they fully understand the requirement and to ensure that their proposals fully capture the scope of and magnitude of the project (a site-wide temperature and humidity monitoring system). The system is expected to provide coverage to all stake holder spaces such as, Clinical Laboratory, Pharmacy, Supply Chain Management, Nutrition and Food Services, Engineering, Operating Room, Sterile Processing Service, and Prosthetics. If this requires that changes to the this document must be made to achieve the goal of site-wide coverage, please provide the justification as well as all associated costs in your proposals. All work performed shall be provided in a professional manner and accomplished in accordance with the manufacturer s instruction. Contractor shall use only OEM certified products. All work shall be performed to the satisfaction of the COR who will inspect the performance and indicate his approval on a signed statement prior to contractor leaving station. Upon completion of installation the system is expected to provide 24 hours a day, 7 days a week, temperature/humidity monitoring. Contractor shall provide extended hardware warranty for replacement hardware in exchange for damaged or non-functional units from normal usage, and extended software warranty for all proprietary software components of the system to ensure they perform in substantial compliance with the documentation. Contractor shall provide software support to include unlimited telephone support, unlimited support via approved VPN access, and unlimited remote web support. Contractor shall provide automatic software updates for new software enhancements, as available. Contractor shall provide unlimited user training by phone or remote web support. Contractor shall provide continuous system monitoring of key server and system performance parameters via an automated control center that receives and analyzes server status messages every 30 minutes around the clock. Contractor shall provide Monthly reports to the assigned COR summarizing the appropriateness of the use of the system by facility personnel. Contractor shall provide performance analysis and remote troubleshooting to include software /hardware diagnostic tests and evaluation of the quality of communication in each link of the communication chain for each hardware device with qualitative reports. These services are included for the first year at no additional cost. After the first year, these services are available under the terms of the Annual Support and Maintenance Service Agreement. Accordingly, the Annual Support and Maintenance Service will start one year from the date of completion of installation. The contractor shall arrange work so as not to cause interference with normal occurrence of Government business. In those cases where some interference is unavoidable, the Contractor must make every effort to minimize the impact of the interference and its effects.
