Special Notice Special Notice Page 2 of 2 Page 1 of 2 *= Required Field Special Notice Page 1 of 2 Page 1 of 1 INTENT TO SOLE SOURCE The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 21, intends to enter into a sole source procurement for SARS-CoV-2 testing supplies for the VA Palo Alto Health Care System (VAPAHCS) VA Medical Center, 3801 Miranda Ave, Palo Alto, CA 94304. The Department of Veterans Affairs intends to award a sole source, firm-fixed price contract to Hamilton Company, 4970 Energy Way, Reno NV. 89502. The associated North American Industry Classification System (NAICS) Code is 334516: Analytical Laboratory Instrument Manufacturing. and the Business Size Standard is 1,000 Employees. The Patient Care Services Department performs COVID, SARS, Monkey Pox virus testing for screening and monitoring patients and employees of the VA Palo Alto Medical Center. The unprecedented COVID-19 pandemic highlighted the critical role of VA PHRL in identifying and responding to outbreaks of infectious diseases and other public health threats. The Public Health Biorepository (PHB) saves and stores clinical samples as well-defined aliquots (an aliquot is a process which separates a portion of a larger sample, taken for chemical analysis or other treatment in this case well-defined means known volume, pathogen, source) for further analyses (for example, immunologic and molecular analyses, vaccine and new assay development) by the PHNPO and other groups. With the large number of clinical samples received by the PHB, the manual process to aliquot clinical samples is no longer a viable undertaking in terms of labor requirements, so PHB plans to use a robotic platform (the Hamilton Automated Liquid Handler) to aliquot clinical samples that contain pathogens dangerous to humans (i.e., Influenza A and B, SARS-CoV-2, Monkeypox virus). This notice satisfies the requirement at FAR 5.201(b)(1) to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 3:00 PM Pacific Time, Monday, 09 September 2024. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
