Presolicitation Notice DESCRIPTION Department of Veterans Affairs (VA) Network Contracting Office 21 (NCO 21) hereby gives notice of the Government s intent to sole source a Firm-Fixed-Priced Purchase Order with only one source American Nurses Credentialing Center (ANCC). The procurement is for VA San Francisco Healthcare System is requesting to procure ANCC Pathway to Excellence Program fees. The American Nurses Credentialing Center s (ANCC) Pathway to Excellence Program is an organizational credential to recognize healthcare facilities that have created positive work environments where nurses can flourish. Pathway designated organizations are deemed the best places to work for nurses, with high nurse satisfaction but also patient satisfaction and quality of care. The PTE Program recognizes health care organization and long-term care institutions for positive practice environments where nurses excel. To qualify, organizations meet 6 practice standards essential to an ideal nursing practice environment. Applicants conduct a review process to fully document the integration of those standards in the organization s practices, policies and culture. Pathway designation can only be achieved if an organization s nurses validate the data and other evidence submitted, via an independent, confidential survey. This critical element exemplifies the theme of empowering and giving nurses a voice. VA San Francisco Health Care System: 4150 Clement St., San Francisco, CA 94151. This action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government s belief that the proposed candidate is the only provider of Penumbra IR Specialty Coils that can meet the agency s needs. The applicable North American Industry Classification System (NAICS) code is 813920 (Professional Organizations) and the Product Service Code (PSC) is R420 (Support Professional: Certifications and Accreditations). This notice of intent is not a request for competitive quotes. Telephone requests will not be accepted. However, any business that believes it can provide ANCC Pathway to Excellence Program fees may give written notice to Shelley.Self2@va.gov by 12:00PM Pacific Time on June 3, 2024. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS.
