This is a notice of intent to solicit and award a sole source contract under the authority of FAR 8.405-6(a)(1)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The contract will be for a one (1) year base period, and two (2) one (1) year option periods. The Department of Veterans Affairs intends to solicit and award a sole source contract for the rental and maintenance of Gastrointestinal endoscopes to Olympus America Inc, 3500 Corporate Parkway, Center Valley, PA 18034. There are no other source of supply/service that will satisfy agency requirements. The Olympus scopes are already being leased and maintained at the VA Palo Alto Health Care System, 3801 Miranda Ave, Palo Alto, CA 94304. Remaining with Olympus scopes will eliminate the need for additional equipment, will reduce training requirements and allows the use of existing reprocessing equipment with no additional purchase of cleaning equipment or attachments. In addition, Olympus America Inc. is the only source that can perform repairs/maintenance to the scopes due to the proprietary nature of this equipment, no other company was found that has authorized third-party service providers. The VA Palo Alto Healthcare System is seeking to establish a full-service lease of the following GI scopes:  Scopes for New Olympus Contract Unit 1 PCF-HQ190L 9 2 CF-HQ190L 4 3 PCF-H190Ti 1 4 PCF-PH190L 1 5 PCF-H190TL 2 6 GIF-HQ190 6 7 GIF-1TH190 3 8 GIF-2TH180 1 9 GIF-XP190N 1 10 TJF-Q190V 3 11 SIF-Q180 1 12 GF-UCT180 1 Monthly Maintenance and repair of the leased equipment. No formal solicitation package will be issued. This notice of intent is not a request for competitive quotes. However, prospective contractors who believe they can successfully quote must provide specific detailed technical documentation to support such claims of abilities. The response will be considered by the agency. All documentation must be submitted via email. The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these items. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses should be submitted to Mohammed Hussain at Mohammed.Hussain2@va.gov no later than May 20, 2024, at 09:00 AM PST to be considered. If no responses are received, the Government will continue with its sole source procurement.
