Subject: Sources Sought - Amazon.com gift cards The purpose of this sources sought is to conduct market research to support the procurement of Amazon.com gift cards for the National Center for PTSD (NCPTSD) Dissemination & Training Division at the Veterans Affairs Palo Alto Health Care System (VAPAHCS). The Amazon.com gift cards will be used to reimburse veterans who participate in research and complete research measures which will provide generalizable knowledge on how veterans engage with and benefit from online and mobile interventions. The contract will be an indefinite delivery, indefinite quantity (IDIQ) with a term of up to five years, not to exceed $350k. This notice serves to survey the market in an attempt to ascertain whether or not sources are capable of providing the requested supplies/services. This notice allows potential contractors/vendors to submit a non-binding statement of interest and documentation demonstrating their capability. The sources sought effort is intended to assess industry capabilities and develop/support the intended direction of acquisition planning. The Network Contracting Office (NCO 21) is requesting responses from qualified business concerns; the qualifying NAICS code for this effort is 525990 Other Financial Vehicles. This sources sought is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business) relative to NAICS 525990. Responses to this notice, will be used by the Government to make appropriate acquisition decisions. After review of the responses to this notice, a solicitation announcement may be published. Responses to this notice are not considered adequate responses to any corresponding solicitation announcement. DRAFT STATEMENT OF WORK (SOW) Gift Card purchase for incentives to participants Dated: February 12, 2024 1. Background: The National Center for PTSD Dissemination and Training Division promotes best practices in treatment of Veterans with PTSD and related problems through training and practice change efforts based on implementation science, and by developing and researching novel interventions to expand access and improve effectiveness of care. Areas of special focus include web-based training, smart phone technology, internet, and other intervention technologies, evidence-based treatment, military sexual trauma, and disaster mental health. 2. Scope of Work: The gift cards will be used as reimbursement veterans for their feedback on these free mobile apps that are already been developed and in use. The proposed contract will be an indefinite delivery, indefinite quantity (IDIQ) with a term of up to five years. Orders will be placed against the IDIQ contract on an as-needed basis. The estimated IDIQ ceiling amount is $350,000.00. Delivery of gift cards is expected within 1-3 business days once the order is placed.
