This sources sought notice is for Market Research purposes only. All information contained herein is preliminary, and subject to changes and/or cancellation at the discretion of the Government. Interested vendors shall provide responses to this notice voluntarily, and at no cost to the Government. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. Based upon information received in response to this Sources Sought Notice, the Government shall make a determination on a procurement strategy, which shall include the type of small business set-aside, or Full and Open competition if appropriate. The eventual procurement strategy and set-aside, if appropriate, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, and the small business size standard is $39.5M. Project magnitude is anticipated between $2,000,000.00 and $5,000,000.00. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://www.sam.gov/SAM/pages/public/index.jsf ). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses shall have their ownership and control verified by the Department of Veterans Affairs (VA) and be listed in the Veteran Small Business Certification (VetCert) at https://veterans.certify.sba.gov/. Description of Services Project 640A0-21-100 Contractor shall provide construction services necessary to install a fully addressable Fire Alarm System in Buildings 334, 331, 329 and 347. Contractor shall be required to keep existing Fire Alarm System operational and fully functional until the completion and acceptance of the new system, Willow Road, Menlo Park, California, Veterans Affairs Menlo Park Division. The Government requests that interested parties review the Description of Services and provide the following capability information to the Contracting Specialist, Jose Hernandez, at jose.hernandez1@va.gov, by 12:00 PM PDT on June 2nd, 2023. Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. Bonding Capability; per contract and aggregate. Provide amount of aggregate bonding currently available (i.e. amount not committed). Anticipated Teaming Arrangements (if any). List of Projects (Government and Commercial) that are similar is scope and size. The Government requests that interested party submissions in response to this source sought notice be no more than 10 single-sided, type-written pages using Times New Roman 12-point font or larger. Published literature may be any number of pages. The Government will use this information when determining its business type decision. THIS IS A PRE-SOLICITATION NOTICE ONLY. The Department of Veterans Affairs, Network Contracting Office (NCO) 21 hereby provides notice of its intent to award a Firm-Fixed-Price construction contract. The contract will provide construction services to replace existing Fire Alarm System for the Menlo Park, California, VA Health Care System. SOLICITATION NUMBER: 36C26123R0082 will be issued on about June 9, 2023. A detailed Statement of Work (SOW) will be provided with the solicitation documents. This procurement is a full and open requirement using NAICS 236220, Commercial and Institutional Building. The small business standard is $39.5 Million. The magnitude of construction is between $2,000,000 and $5,000,000 All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusions such as a delinquent federal debt or debarment. The Government intends to award (1) one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The solicitation will be posted on sam.gov on or about June 9, 2023. This date is subject to change.
