Network Contracting Office 21 (NCO 21) plans to issue a Request for Proposal (RFP) for Special Mode Transportation (SMT) for the San Francisco Veterans Affairs Health Care Center (SFVAHCS). San Francisco VA Health Care System has a need for special mode transportation (SMT) to transport qualifying ambulatory and non-ambulatory beneficiaries on gurneys, stair chair, litters, wheelchairs, alternate safe beneficiary handling equipment and/or Geri chairs to and from and vice-versa the San Francisco Veterans Affairs Medical Center, Veterans residences, community nursing homes or any other VA-authorized care facilities including the extended care facilities and the nine outlying community-based outpatient clinics (CBOCs), 365 days a year, 24 hours a day to include Federal Holidays. The Contractor shall provide all transport vehicles, personnel, management, supplies, transportation, fuel, equipment, reports, and anything else necessary to successfully furnish transportation for Veterans to medical care. The solicitation number for this RFP 36C26123R0067, set aside for SDVOSB. The solicitation will be issued on or about July 11, 2023, with an anticipated proposal due date of August 11, 2023. The Period of Performance of the Base Year begins on or about October 1, 2023 through September 30, 2024 with four (4) one year ordering periods. The North American Industry Classification Systems (NAICS) is 485991, size standard $19 million. This will be a competitive multiple award five-year Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed Price contract with five (5) one (1) year ordering periods. Contractors must be registered in the System for Award Management (SAM) at https://sam.gov/SAM/. Offerors must be verified SDVOSBs in the SBA VetCert website (Veteran Small Business Certification (sba.gov)) on the date of proposal submission and continuously registered until the time of award. The Government will query the SBA VetCert database by Offeror Unique Entity Identifier (UEI) SAM number on the date that proposals are due and may check SBA VetCert database throughout the entire offer period up until award.
