Solicitation documents will be available on or about March 14, 2023. This solicitation will contain all necessary proposal instruction. Proposals will only be requested and accepted from contractors who were awarded a Veterans Integrated Service Network 21 (VISN 21) Multiple-Award Construction Contract (MACC) Group 2 from Network Contracting Office 21 (NCO 21). The applicable North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, and the small business size standard is $39.5M. IAW FAR 36.204(c), the magnitude of the project is between $100,000 and $250,000. Questions regarding this pre-solicitation must be sent in writing to daniel.jhun@va.gov Department of Veterans Affairs Network Contracting Office 21 will be issuing a task order request for proposal for a general construction contractor to design and construct to upgrade electrical and telecommunication services to buildings located on Alameda Point in accordance with the SOW and specifications. The place of performance is at 2451 Monarch Street, Alameda, CA 94501. The duration of this project is approximately 270 calendar days after the Notice to Proceed (NTP) is issued.

Proposals will only be requested and accepted from contractors who were awarded a Veterans Integrated Service Network 21 (VISN 21) Multiple-Award Construction Contract (MACC) from Network Contracting Office 21 (NCO 21). Phase-One Proposal must be submitted on Tuesday, April 11, 2023 by 2:00 PM. PST. This procurement will follow the Two-Phase Design-Build selection procedures in accordance with FAR 36.3. The Government will evaluate Phase-One proposals and select a maximum of five (5) most highly qualified offerors to submit Phase-Two proposals. Phase-Two will select the best value offeror using the trade-off source selection process. In Phase-One, the Government intends to select a maximum of (5) most highly qualified offerors to submit proposals for Phase-Two without conducting discussions with any offeror; therefore, the initial Phase-One proposal shall conform to the solicitation requirements and shall contain the best offer. The Government intends to evaluate Phase-Two proposals utilizing the Best Value Trade Off procedures outlined in FAR Part 15 and award a task order without conducting discussions; therefore, the initial Phase-Two proposal shall conform to the solicitation requirements and shall contain the best offer from a non-price and price standpoint. The Government intends to award without discussions the proposal offering the Best Value to the Government. Award will be made on a Best Value trade off basis where all evaluation factors other than cost or price, when combined, are approximately equal in importance with cost or price. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
