Department of Veterans Affairs (VA) Network Contracting Office 21 (NCO 21) in support of VA Palo Alto Health Care System: 3801 Miranda Avenue, Palo Alto, CA 94304, hereby gives notice of the Government s intent to negotiate a sole source, Firm-Fixed-Priced Purchase Order with only one source Tricor Systems, Inc. The procurement is for VA Palo Alto Healthcare System is requesting to procure Dri-Scope Aid Systems for the Gastrointestinal Health clinic. The Dri-Scope Aid Systems provides internal and external drying for endoscopy and similar equipment in accordance with ANSI/AAMI ST91:2021 industry standards. The Dri-Scope Aid System is unique in that its modular design allows for the system to be installed in scope storage cabinets for conversion to a scope drying cabinet. Tricor is the sole distributor of the Dri-Scope Aid system. Since the existing endoscope storage cabinets are fully functioning, it is in the government s best interest to convert the existing cabinets rather than buy new drying cabinets. This action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government s belief that the proposed candidate is the sole distributor of the Dri-Scope Aid System that can meet the agency s needs. The applicable North American Industry Classification System (NAICS) code is 339112 (Surgical Appliance and Instrument Manufacturing) and the Product Service Code (PSC) is 6515 (Medical and Surgical Instruments, Equipment, and Supplies). This notice of intent is not a request for competitive quotes. Telephone requests will not be accepted. However, any business that believes it can provide the Dri-Scope Aid System may give written notice to joel.brown6@va.gov by 12:00PM Pacific Time on September 11, 2023. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS.
