Sources Sought Notice The VHA s Network Contracting Office 21, on behalf VA Central California Health Care System is conducting this Sources Sought to identify contractors who possess the capabilities to provide the required Brand Name or Equal Karl Storz Endoscope Equipment Lease, Base Plus Four (4) Option Years, to determine their availability, capability and adequacy. As permitted by FAR Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy for a possible Request for Quote (RFQ), to be issued at a later date, and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized. If full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. Required Items or Equal Description Annual Lease Service Period One Year Options Equipment Lease for the following items: (5) Flexible Ureteroeno Videoscopes with the minimum requirements: 8.5 Fr outer diameter shaft, 3.6fr working channel, 90 degree view angle, CMOS chip technology, LED illumination without light cable requirement, 270 degree upward/downward two way deflection and must be positive at distal tip, Ceramic liner to protect laser fiber damage, working length between 67cm to 70cm. (8) Flexible Cystonephro Videoscopes with the minimum requirements: 16Fr outer diameter with beveled distal tip of 11fr or smaller 7.0 Fr working channel with 6 o clock field position, working length at least 37cm, angle view must be 100 degrees, must have continuous flow suction, CMOS chip technology, LED illumination without light cable requirement, distal tip deflection of 210 degrees upward and 140 degrees downward, contrapositive tip deflection. (2) Flexible PDD Cystonephro Videoscopes with the minimum requirements: 16 fr outer diameter, 6.5fr working channel, must be compatible with photocure cysview for bladder tumor fluorescence, working length must be at least 37cm, angle view of 120 degrees, CCD chip technology, Distal tip deflection must be 210 degree upward and 140 degrees downward deflection, contrapositive tip deflection, suction with continuous flow ability and interchangeable with continuous flow suction irrigation pump. (13) sterilization trays for Flexible Ureteroeno Videoscopes and Flexible Cystonephro Videoscopes (2) sterilization trays for Flexible PDD Cystonephro Videoscopes. (1) compatible PDD D-Light Source, (1) Camera Control unit for flexible Photo dynamic diagnostics, (1) Camera control unit for flexible digital cystoscope and Ureteroscope operation, (1) Image/video capture unit with monitor screen at least 10 with 4k compatibility with encryption for patient information and software license for upgrades included, (1) DVI Scaler/Cable Kit for 4k compatibility, medical grade printer for use with USB and wireless printing, (1) 32 4K Monitor with 16:9 aspect ratio with 2 HDMI ports, (1) 12G SDI port, (1) Fluid management system with suction and irrigation pump, (1) software license for fluid management system operation, (1) Slim Surgical Equipment Cart. 12 MO 4 Service Lease Contract (Service, Repair, replacement, Guaranteed Loaner return, and equipment obsolescence protection) 12 MO 4 Additional Comprehensive Service coverage for operating equipment 12 MO 4 A draft Statement of Work is attached. The attached SOW is a draft and is NOT finalized. If any portions are unclear, prohibited, and/or you are unsure about the draft description of the requirement please list your comments and/or concerns in your response so they can be addressed. This notice shall not be construed as a RFQ or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request, so quotes will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice. Submission Instructions: Responses via email are due NLT 11:00 PST 9/12/23 to leah.smith@va.gov and must include the information requested below. Responses greater than 10 double-sided pages (including all attachments) will not be considered. Late responses will not be accepted. This is strictly market research and the Government will not entertain any questions. Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the Sources Sought. Qualified firms shall submit a statement of interest on company letterhead demonstrating the firm s qualifications to perform the defined work. Responses must be complete and sufficiently detailed to address the specific information.
