PRESOLICITATION: NOTICE OF INTENT TO SOLE SOURCE Department of Veterans Affairs (VA) Network Contracting Office 21 (NCO 21) hereby gives notice of the Government s intent to negotiate a sole source, Firm-Fixed-Priced Purchase Order with only one source Gaumard Scientific Company, Inc. The procurement is for VA Palo Alto Healthcare System is requesting to procure Warranty Service plan for two (2) HAL advanced interdisciplinary patient simulators. The Warranty Service Plan is proprietary to Gaumard. The plan details are as follows: Gaumard Cares 3 Year service plan for HAL S5301 advanced interdisciplinary patient simulator. Gaumard Cares service with Cost of Ownership Assurance includes the following at NO CHARGE for the duration of the plan: Repair coverage including parts, labor, and shipping to and from Gaumard repair centers 1 Yearly preventative maintenance Loaner service (HAL S3201) Training at Gaumard access (Miami/Waco) Webinar training Telephone and email support UNI software updates VA Palo Alto Health Care System: 3801 Miranda Avenue, Palo Alto, CA 94304. This action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government s belief that the proposed candidate is the only provider of Gaumard Warranty Service Plan that can meet the agency s needs. The applicable North American Industry Classification System (NAICS) code is 339999 (All Other Miscellaneous Manufacturing) and the Product Service Code (PSC) is 6910 (Training Aids). This notice of intent is not a request for competitive quotes. Telephone requests will not be accepted. However, any business that believes it can provide Gaumard Warranty Service Plan may give written notice to amanda.hildreth@va.gov by 12:00PM Pacific Time on August 18, 2023. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS.
