This is a notice of intent to sole source a contract under the authority of FAR 13.106-1(b)(2), only one source being available to meet the Government s need. The contract is estimated for final completion by 9/1/2023. The North American Industrial Classification System (NAICS) code for this procurement is 339113, Medical and Surgical Instruments, Equipment and Supplies, with a small business size standard of 750 employees. The FSC/PSC is 6515, Surgical Appliance and Supplies Manufacturing. The Department of Veterans Affairs intends to solicit and award a sole source contract for the procurement of WRO 300 H Reverse Osmosis Water Filtration Systems to Evoqua Water Technologies LLC, 210 6TH AVE, STE 3300, PITTSBURGH, PA 15222-2603. There are no other source of supply/service that will satisfy agency requirements. The WRO 300 H Reverse Osmosis Water Filtration Systems are currently in use at the VA of Palo Alto. Alternative units have not been located which can utilize existing filtration carts. Current carts dedicate only 8.5 W x18 L for unit space and the cost to replace carts which still function would be prohibitive. The cleaning automations on newer devices tested have made it harder for water purity and standards to be maintained. Automatic disinfection features or storage modes have been found to leave stagnant water in pre-filtration areas so the requirement includes a feature for automated flush of the full system, capable of running on a schedule as the WRO 300 H RO is known to provide. The response will be considered by the agency. If you are not the Original Equipment Manufacturer (OEM), you must submit an authorized distributor letter signed by the OEM. If you are not the OEM and a small business, you must indicate in your response how you will comply with limitations on subcontracting and/or the non-manufacturer rule. Responses should be submitted to Leah Smith at leah.smith@va.gov no later than Monday, June 12th, 2023, at 11:00 AM Pacific to be considered. If no responses are received, the Government will continue with its sole source procurement, and a sole source Request for Quote will be published to contract opportunities in accordance with FAR 5.102.
