Department of Veterans Affairs (VA) Network Contracting Office 21 (NCO 21) hereby gives notice of the Government s intent to negotiate a sole source, Firm-Fixed-Priced Purchase Order with only one source Penumbra, Inc. The procurement is for VA Palo Alto Healthcare System is requesting to procure IR Specialty Coils for the Radiology Department. The Ruby Coil System is a large-volume coil that can be delivered through a high-flow microcatheter. Indicated for arterial and venous embolization in the peripheral vasculature, Ruby Coil s characteristic softness allows the coil to densely pack aneurysms and vessels in a variety of clinical applications. Ruby Coils allow physicians to use longer and larger embolic devices, potentially reducing procedural time and total number of devices required. Ruby Coil has two softness levels, Standard and Soft, and can be repositioned to achieve ideal placement. Thicker and longer coils, with softness characteristic allowing coils to be densely packed for better embolization. The Ruby Coil is deployed using the one-click, instant, mechanical detachment handle. Having these will enable us to utilize the day of the procedures during an embolization which could be lifesaving to a patient. VA Palo Alto Health Care System: 3801 Miranda Avenue, Palo Alto, CA 94304. This action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government s belief that the proposed candidate is the only provider of Penumbra IR Specialty Coils that can meet the agency s needs. The applicable North American Industry Classification System (NAICS) code is 339113 (Surgical Appliance and Supplies Manufacturing) and the Product Service Code (PSC) is 6515 (Medical and Surgical Instruments, Equipment, and Supplies). This notice of intent is not a request for competitive quotes. Telephone requests will not be accepted. However, any business that believes it can provide Penumbra IR Specialty Coils may give written notice to amanda.hildreth@va.gov by 12:00PM Pacific Time on March 21, 2023. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government.
