The procurement is for RALS license & support for AccuChek & CoaguChek at the VA Pacific Islands Health Care System. This action is for licenses for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i), only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government s belief that the proposed candidate is the only provider of RALS license & support for AccuChek & CoaguChek that can meet the agency s needs. The applicable North American Industry Classification System (NAICS) code is 541511 (Custom Computer Programming Services) and the Product Service Code (PSC) is 7H20 [IT and Telecom - Platform Products: Database, Mainframe, Middleware (HW, Perpetual License Software)]. This notice of intent is not a request for competitive quotes. Telephone requests will not be accepted. However, any business that believes it can provide RALS license & support for AccuChek & CoaguChek may give written notice to moneque.rodriguez@va.gov by 10:00AM Hawaii Time on February 10, 2023. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS.
