No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. The applicable North American Industry Classification System (NAICS) Code is 621910, Ambulance Service, and the small business size standard is $20.0 Million. NOTE: Please ensure that System For Award Management (SAM) indicates this NAICS code if you are interested in the requirement. The Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) is soliciting information contractors that can provide Air Ambulance Services for the VA Palo Alto Health Care System (VAPAHCS). A draft of the Performance Work Statement (PWS) is attached to this notice. Brief Description of Services Fixed-wing air ambulance services for the VA Palo Alto Health Care System (VAPAHCS). Air ambulance flights are expected to be one-way Trips (patient leg only) if the authorized beneficiary is transferred to another VA facility. If return Air Ambulance service would be required, it would be the responsibility of the sending VA medical center to provide this under their current contracts. The price shall include all legs of transportation including ground ambulance to and from respective airports. Most beneficiaries will be transported within the continental United States, with a few possible trips to locations, such as Hawaii and Alaska. Capability Statement All interested contractors must respond by email to olivia.duarte@va.go before 10:00 A.M. PST on January 25, 2023. Please answer the following questions when responding: What is your company s Socioeconomic Status? Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. List of Projects (Government and Commercial) that are similar in scope and size. Anticipated Teaming Arrangements (if any). If plan on subcontracting, demonstrate that you will meet the limitations on subcontracting per FAR 52.219-14 for Small Businesses; VAAR 852.219-74 for SDVOSB/VOSB. GSA Contract Number, if applicable. What service areas does the company currently operate? If you cannot provide services for the entire State of California, please identify the county(ies).
