A new firm-fixed price task order for Commitment Management Developmental Coaching and Training services, designed to increase communication, improve accountability, build trust among management, and produce the desired outcome among leadership. Heads-Up Performance, Inc. a national consulting company and the author of the Who Will Do What by When? , where topics like the 3Cs Culture Change, Management Commitments not People, and Introduction to GROW model, authored by Birgit Zacher-Hanson. The period of performance for this requirement is a base year and one (1) one-year option. The training will include Heads-Up Performance 3C culture change leader systems (Composure, Coaching, and Commitment Management tools, framework, and practices), FLOW Leadership Developmental Training program that encompasses three (3) to six (6) 3C Leadership Development Training events and Coaching certification events. (4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor s unique qualifications to provide the required supply or service. FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays: FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; As stated above, Birgit Zacher-Hanson is the author of the book, Who Will Do What by When? . The training curriculum and methods are based on the material presented in her book. No other agency can provide this curriculum without the express written consent of Head-Up Performance, Inc. FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures. If half VASNHS management and leadership are made better as a result, the experience will be invaluable. The SDVOSBs are GSA contract holders, therefore the solicitation was set-aside on GSA for SDVOSBs, RFQ 1639087 issued July 03, 2023 - July 20, 2023, received zero (0) offers. On July 25, 2023, a notice of intent to sole source to Heads-Up Performance, Inc. posted to SAM.gov with responses due August 01, 2023. Zero (0) responses received. (7) Any Other Facts Supporting the Justification: None (8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed.
