All information in this pre-solicitation announcement is preliminary, as well as subject to modification, and is no way binding on the Government. Department of Veterans Affairs, Network Contracting Office (NCO 21) will be issuing a request for proposal to procure construction to install pneumatic tube system for the VANCHCS located at 10535 Hospital Way, Mather CA 95655. General Description of the work includes, but not limited to, the following: The contractor must provide all materials, labor, tools, equipment, transportation, contractor quality control (CQC), supervision, project management, administrative support, required engineering, overhead, profit, and specialized expertise to furnish and install pneumatic tube system for the VANCHCS at Mather Campus. The contractor shall install a fully functional eight (8) standalone pneumatic tube systems for the entire building 650 and 700 approximately 310,860 square feet at Mather Campus. The system shall be operated by simple keypads The system must include eight (8) standalone control stations with PIV card readers. Contractor must furnish and install server for VA to self-manage. The system must have safe zone or defined zone capability. The contractor must work with staff to build and define the zone features. The system must be able to provide different tiers of administrative and designated user access for supervisors, frontline staff, and maintenance purposes. The system must have the ability for storage and usage throughout. The system must include all licensing and permitting required that will last five (5) years before renewal is required. The Contractor shall provide a detailed, written system installation and configuration plan to be reviewed and approved by Mather VA Project, Engineering and Technical Staff prior to installing the pneumatic tube system. A request for proposal will be issued as a full and open competition. The applicable North American Industry Classification System (NAICS) Code is 333922 Conveyor and Conveying Equipment Manufacturing, and the small business size standard is 500 Employees. PSC Code is N039, Installation of Equipment Material Handling Equipment. Project magnitude is between $1,000,000 and $5,000,000. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. This is a pre-solicitation announcement only. Solicitation documents will be available on February 14, 2022 or shortly thereafter. The solicitation will most likely be a request for proposal (RFP), which will contain proposal instruction, a scope of work (SOW), drawings, and specifications, etc. A pre-proposal conference and project site visit will be held at the Mather Facility. Exact location, date, and time will be noted in the solicitation (RFP). This conference is highly recommended.
