As part of its Market Research, NCO 21 is issuing this RFI to determine if there exists an adequate number of qualified interested contractors capable of providing medical vacuum system removal and install services as further described in the draft Performance Work Statement (PWS). The Government may use the responses to this RFI for information and planning purposes. The draft PWS describes only the currently contemplated possible scope of work and may vary from the work scope in a final PWS included in any Request for Quote (RFQ). The anticipated period of performance is 60 days. The contractor will be providing services for the Las Vegas VA Medical Center 6900 North Pecos Road, North Las Vegas, Nevada 89086. There is no solicitation document as this time. The NAICS is 541330 Engineering Services, with Small Business size of $16.5M. NOTE: Please ensure that System For Award Management (SAM) (www.sam.gov) indicates this NAICS code if you are interested in the requirement. Approximately how many current employees do you have in the service area(s)? Indicate prior experience for same/similar service in these geographical areas. If the experience is through government contract, please identify the contract number. Identify generally what administrative resources your organization has in the areas identified. For example, identify offices located in the identified region. Are you a certified and authorized vendor to perform work on a medical gas system to ensure certifying removal, install and programming of all medical gas components? Would you be able to work with a compatible system using existing medical gas system components brand Bacon Meade model? If you will rely on a subcontractor to assist with performance, please clearly identify what functions your company will perform versus those of the subcontractor(s). When responding to the preceding questions, avoid using teaming language, e.g. Team ABC has 20 years of experience or Team ABC has placed 15,000 staff. Clearly identify what functions/experience/resources your company has and will be able to perform independently of a subcontractor. Ambiguous responses that lack clarity will affect the Contracting Officer s ability to determine if your company is a viable source for this requirement. Before responding please carefully read and consider the following: As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Furthermore, the Government reserves the right to cancel this requirement at its discretion. This is simply a sources sought notice. Performance Work Statement 1. SCOPE OF WORK: The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to the removal and install of five medical vacuum pumps, controllers and area alarm panels at Las Vegas VA Medical center. 2. SPECIFIC REQUIREMENTS: A. Removal Medical Vacuum Pumps and Control System: The existing medical vacuum pumps located at the Energy Plant building #2 needs to be remove and replace with oilless vacuum pumps according to National Fire Protection Agency (NFPA) 99 section 5.1.3.8.2. Existing oil lubricated pumps has the potential for fire and is prohibited under Waste Anesthetic Gas Disposal (WAGD) Systems. Prior to the pumps being remove, contractor must connect a temporary vacuum pump or realign pumps to maintain medical vacuum pump system supporting the medical center. Equipment and patient care will not be interrupted during any of the process from removal and install. The vacuum pumps, fluids and waste must be disposed of in a safe manner incompliance with federal and state disposal standards. Contractor will also replace existing area alarm panels and replace with new and upgraded area alarm panels and control monitoring. This entire service will be a turnkey operation by a certified and qualified company to perform work on Medical Gas System. B. Install: Install and system operation: Install all five medical vacuum pumps in a safe process to not affect temporary or current medical vacuum pump operations supporting the medical center. After the install of the vacuum pumps, they will be wired and controller by a new motor controller and monitoring system. The system will be need be programmed to ensure full operation is successful. In addition, contractor will replace 51 medical gas area alarm panels, 30 LCD touchscreen medical gas area alarm panel w/ sensors, and 21 LCD touchscreen medical gas area alarm panel w/ sensors throughout the medical center to be compatible with system upgraded monitor and controller. Contractor will provide service ticket identifying each equipment to be added into our equipment inventory list to establish preventive maintenance program. Contractor will assist on the process, procedures and training of system operations and preventive maintenance program. Contractor will provide qualified personnel, equipment, tool, supplies, labor and met all safety requirement to accomplish this turnkey service request project. Any changes or deviation from the process or procedures on this project must be coordinate and approve by Energy Plant Supervisor or designee. ***Site visits approve to provide accurate estimate and proposal*** 3. HOURS OF WORK AND SCHEDULING: Work shall be scheduled accordingly with the Plant Supervisor during normal hours (Monday to Friday, from 7:30am to 4pm). Work in Building #2 Central Energy Plant and the VA Hospital after duty hours will be coordinated with the Energy Plant Utility Operators after 4pm daily, 7 days a week. Place of Performance: Department of Veteran Affairs Medical Center Central Energy Plant Bldg. #2 6900 North Pecos Road North Las Vegas, NV 89086 COMPLETION TIMELINE: All work must be completed within 30 days of the coordinated date. 4. QUALIFICATIONS: All work for the duration of the contract shall be performed by qualified, certified and licensed personnel on the system. The Contractor must maintain a service organization within a 50 mile radius from the Veteran s Hospital. 5. CONFIRMATION OF REPAIR WORK: All services will be confirmed and approved by the Energy Plant Supervisor or his/her designee. When service is completed, the certified technician must indicate on the service ticket the equipment serviced, specific action taken and all parts replaced. The equipment serviced must be identified clearly by name, serial number and location. 6. COMPLIANCE: The contractor shall be fully responsible for compliance with all VA, local, state, and Federal environmental/occupational safety laws, rules and regulations. The contractor shall follow life and safety codes, and take necessary actions to avoid conditions that may be hazardous to the health and safety of hospital personnel and patients. The contractor is responsible for meeting all applicable OSHA and VA guidelines for safe working processes; example: lock-out/tag-out. All work for the duration of the contract shall be performed by certified trained technicians.
