This is a notice of intent to sole source a contract under the authority of FAR 13.106- 1(b)(2), only one source being available to meet the Government s need. The contract will be for a one (1) year base period and four (4) option years. The North American Industrial Classification System (NAICS) code for this procurement is 532420: Office Machinery and Equipment Rental and Leasing, with a small business size standard of $35M. The FSC/PSC is W075: Lease or Rental Of Equipment Office Supplies And Devices. The Department of Veterans Affairs intends to solicit and award a sole source contract for the Lease of SendPro P3000 Mailing System service at San Francisco VA Medical Center to Pitney Bowes INC., 3001 Summer Street, Stamford, CT 06926-4317. There are no other source of supply/service that will satisfy agency requirements. Pitney Bowes INC., 3001 Summer Street, Stamford, CT 06926-4317 is the sole developer, and no other business is authorized to sell or distribute their products. Pitney Bowes INC is the only source capable of providing the Lease of SendPro P3000 Mailing System service. There are no other companies that were identified that can meet this requirement. The San Francisco VA Medical Center is seeking to establish the following: Contract Year Period of Performance Product Base Year June 8, 2022 June 7, 2023 Lease of SendPro P3000 Mailing System Option Year 1 June 8, 2023 June 7, 2024 Lease of SendPro P3000 Mailing System Option Year 2 June 8, 2024 June 7, 2025 Lease of SendPro P3000 Mailing System Option Year 3 June 8, 2025 June 7, 2026 Lease of SendPro P3000 Mailing System Option Year 4 June 8, 2026 June 7, 2027 Lease of SendPro P3000 Mailing System Any responsible source that feels it is capable in performing this requirement may submit a quote (monthly) for the above listed items and describe and/or submit documentation to support your capabilities. The response will be considered by the agency. If you are not the Original Equipment Manufacturer (OEM), you must submit an authorized distributor letter signed by the OEM. If you are not the OEM and a small business, you must indicate in your response how you will comply with limitations on subcontracting and/or the non-manufacturer rule. Responses should be submitted to Alex Hernandez at Alex.Hernandez@va.gov no later than June 3, 2022, at 15:00 PM PT to be considered. If no responses are received, the Government will continue with its sole source procurement, and a sole source Request for Quote will be published to contract opportunities in accordance with FAR 5.102
