Questions and Answers Who is the incumbent? Blackbird Industries What are they charging per month? This question will not be answered How long was the incumbents contract? Since 2019 Are there any amendments to the Solicitation? This amendment (0001) is the only amendment at this time.  Is it necessary to complete the following pages of the solicitation document? 4, 35  and 62 through 70. The RFQ explains what needs to be filled out in detail. Form 1449 (attached and highlighted) asks the offered to complete blocks 12, 17, 23, 24 & 30. My question is about block 23-Unit Price, and block-24 Amount. From my interpretation of this form, blocks 23 and 24 won t make sense without blocks 19-22 filled in. How should I go about filling in these blocks? - Since the RFQ doesn t identify the required supplies and services in blocks 19-22 pricing doesn t need to be provided in blocks 23 and 24. Pricing should be provided in accordance with the instructions in Clause 52.212-1 The instructions for bid submission on page 49 of the solicitation says pricing should be included in a separate file. Should the form 1449 be included in FACTOR 3 s submission on price or included under miscellaneous forms? The only file that shall be separate is the Experience factor. The Offeror may submit all other documentation in the format of their choice.
