This is a notice of intent to solicit and award a sole source contract under the authority of FAR 13.106-1(b)(2), only one source being available to meet the Government s needs. The contract will be for a one (1) year base period, and four (4) one (1) year option years. The Department of Veterans Affairs intends to solicit and award a sole source contract for the integrations of Ascom Telligence and Vocera communication for the existing Ascom Telligence Nurse Call system to Nobico Inc (dba Integrated Electronics), 2576 N. Bundy Drive Fresno, CA 93727. There are no other source of supply/service that will satisfy agency requirements. The Telligence Nurse Call System is already being used at the Fresno VA Medical Center, 2615 E Clinton Avenue, Fresno, CA 93703. Keeping the Ascom Telligence system will eliminate the need for replacing the whole nurse call system just to utilize Vocera services/products and will reduce training requirements. In addition, Nobico Inc. is the only source that can perform the integration to Vocera due to the proprietary nature of this equipment and a letter from Ascom saying no other company besides Nobico Inc. is an authorized third-party service provider in the local area (Fresno, CA). NAICS Code for this requirement is 561621 Security Systems Services (except Locksmiths). No formal solicitation package will be issued. This notice of intent is not a request for competitive quotes. However, prospective contractors who believe they can successfully quote must provide specific detailed technical documentation to support such claims of abilities. The Government will review any submittals received in response to this notice prior to 12:00 pm Pacific Standard Time on March 15, 2022. All documentation must be submitted via email. The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these items. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
