This is a Sources Sought notice for informational and planning purposes and shall not be construed as an obligation on the part of the VA. The purpose of this sources sought is to identify qualified businesses, including Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8a Small Business and Small Business concerns that are interested in and are capable of performing the work described herein. Your responses to the sources sought will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Department of Veterans Affairs, Network Contracting Office 21 will be possibly issuing a Request for Quote (RFQ) in the future to award a contract for an overhead track system used for rehabilitating patients. The salient characteristics and requirements are (may be subject to change): Should provide Public Safety grade reliability and coverage in a disadvantaged RF location for first responders, public safety, government agencies and private system users. System shall work in very challenging environments that are unique to our architectural design. Must have the capability to access the dual band radio frequency system that includes 700/800MHz and the VHF or UHF radio system. Compatible with all public safety radio technologies including conventional analog, P25 standard, and FirstNet Public Safety LTE Systems. Must have the proper Control Indicators and Connector Features, Select group channels, compact design, rugged housing unit, programmable gain setting, at a glance status system update LED, multiple power configurations (AC Primary, DC Primary or AC Primary with DC BackUp). Shall be P25 capable and EDAC s capable and able to operate on the P25 system without any system interruptions. Must have the ability to connect via Wi-Fi connectivity, Bluetooth and LTE connectivity. Shall have the ability to extend the BDA (Bi-Directional Amplifier) for clear, crisp communication. Must have connectivity to all brands, makes, models of portable radios that connect to the 700/800MHz, VHF or UHF radio system. Must have the ability to be accept a LID (License Identification Number) portable or mobile radio. The contractor must be able to respond to the facility locations within a 4 hour response time, if the system fails for whatever reason to troubleshoot, diagnose, quote and conduct service on the system to bring it back online and fully operational. The design of all equipment and materials, as well as the installation, shall, as applicable, and at a minimum, conform to the following codes, rules, and orders: International Building Code (IBC) (NESC)  National Electrical Safety Code Most current edition of NFPA 1221 2018 edition of the International Fire Code FCC Rules and Regulations 47 CFR. In particular: 90.7 and 90.219 USE OF SIGNAL BOOSTERS  National Public Safety Planning Advisory Committee (NPSPAC) Requirements, Nevada Region 27 NPSPAC Plan. The following standards shall apply to the design work: Telecommunications Industry Association (TIA) Technical Systems Bulletin TSB 88-A Applicable OSHA and EPA  American National Standards Institute (ANSI)/Institute of Electrical and Electronics Engineers (IEEE)     National Public Safety Telecommunications Council (NPSTC) ANSI publishes consensus standards on RF exposures and measurements. The Institute of Electrical and Electronics Engineers (IEEE), International Committee on Electromagnetic Safety (ICES) sets safety standards across frequencies 0 to 300 GHz. Also, the IEEE Committee on Man and Radiation (COMAR) publishes position papers on human exposure to electromagnetic fields. (please check for the most recent version of these position papers) The government intends to award one firm fixed price contract. The NAICS code is 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing and the corresponding size standard is 1,250 employees.
