NAICS Code 311511, FLUID MILK MANUFACTURING, with a size standard of 1000 employees will be utilized. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 due to the short shelf life, frequency of delivery, and potential delivery problems from California needed for this procurement. No solicitation will be issued. A determination not to compete this proposed contract is based solely within the discretion of the Government.
