The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 21 is performing market research to determine if there are any vendors that can provide a broad range of food and food service products to the VAPIHCS Community Living Center (CLC), a VA nursing home, on the Island of Oahu. Responses to this Sources Sought will be used for market research purposes. This requirement is for the VA Pacific Islands Healthcare System (VAPIHCS) CLC on the island of Oahu. Orders will be placed as needed with food delivery expected same day or next day. There is no solicitation document as this time. The NAICS is 311999 with Small Business size of 500 employees. NOTE: Please ensure that System for Award Management (SAM) (www.sam.gov) indicates this NAICS code if you are interested in the requirement. If you are responding as an SD/VOSB vendor, you must be verified on the Vendor Information Pages (VIP) at https://www.vip.vetbiz.gov/ AND your verification must indicate this NAICS code. If interested, please provide the following information. Identify geographical service areas; 6. Indicate prior experience for same/similar service; 7. If you are not located on the island of Oahu, indicate how you intend to fulfill delivery of food items (perishable) to the CLC (must be door-to-door delivery). Delivery must be made within 1 day of the order; 8. Indicate what, if any, items on the attached Excel spreadsheet that you CANNOT provide; 9. Provide informal pricing for the items on the attached Excel spreadsheet. Food prices change frequently. The prices provided are only informal prices, and you may use the prices for the date in which you submit your response; Before responding please carefully read and consider the following: The anticipated need is for bi-weekly delivery of food items (perishable and non-perishable) to the VAPIHCS CLC located at 110 Krukowski Road, Honolulu, Hawaii 96819. Delivery must be made within 1 day of the order(s). Items delivered must have a shelf life of at least one month. Contractor must be a broad lined distributor of food and foodservice supplies capable of procuring a wide range of products required to meet the needs of a healthcare facility. Contractor should have a minimum of 5 years of experience in food distribution for healthcare facilities in order to thoroughly understand the product and service requirements of the healthcare foodservice industry. Contractor must make available a web-based electronic ordering system which displays their full product catalog. Food items delivered shall be in compliance with Hazard Analysis Critical Control Point (HACCP) guidelines (https://www.fda.gov/Food/GuidanceRegulation/HACCP/default.htm). Items received will be compared against the invoice and checked against HACCP standards. Any items not in compliance will be returned to the Contractor. Missing items will be replaced or credited. The Contractor must be able to provide an uninterrupted source of supply. Network Contracting Office (NCO 21) intends to issue a Request for Quote (RFQ) to result in single award Indefinite Delivery Indefinite Quantity (IDIQ) fixed price with economic price adjustment contract for food and subsistence products at the VA Pacific Island Healthcare System (VAPIHCS) Community Living Center (CLC) located at 110 Krukowski Road, Honolulu HI 96819. Statement of Need: The scope of this requirement covers all food, beverage, and subsistence needs appropriate for use at the CLC. The CLC is a nursing facility where up to 60 veteran-patients may reside. Products may include but are not limited to: a variety of food types (i.e. shelf stable, refrigerated, frozen, raw, precooked) including nutrient modified (reduced/low fat and sugar, reduced sodium and increased fiber/whole grains) and sustainable (organic, antibiotic free and locally sourced) foods in all product categories. It is uncertain at this time the quantities required as it is dependent on the census of the CLC and the need of the Veterans. Daily meals are not currently required. The only items currently being ordered are supplemental food items (snacks, luncheon meats, healthcare supplements such as thickeners). Orders will be delivered to the loading dock at 110 Krukowski Road, Honolulu, HI 96819 on a mutually agreed date between the hours of 6:30 am to 3:00pm. Contractor must be a broad lined distributor of food and foodservice supplies capable of procuring a wide range of products required to meet the needs of a healthcare facility. The anticipated release date is December 16, 2021 with proposals due January 28, 2022. The NAICS is 311999 Food Manufacturing. The Product Service Code is 8940, Special Dietary Foods and Food Specialty Preparations.
