Network Contracting Office (NCO) 21 intends to issue a Request for Proposal (RFP) to complete construction of a new Catheterization (Cath) Laboratory (Lab) Hybrid Operating Room (OR) Suite project and to install a rooftop air handling unit (AHU) in accordance with the construction documents as provided by VA s architectural and engineering consultants. The project is located at VA Palo Alto Health Care System (VAPAHCS), Palo Alto Division (PAD) campus, 3801 Miranda Avenue, Palo Alto, CA 94304. The intent of this solicitation is to select a qualified contractor to provide all labor, materials, equipment, tools, and supervision to complete the construction of the Cath Lab Hybrid OR Suite and install a VA-owned Air Handling Unit (AHU) on the roof. Contractor shall provide comprehensive construction services to fulfill project requirements. Contractor shall perform in a professional manner to ensure long term durability, and meet all applicable standards, and codes. All work shall be done in accordance with all laws, ordinances, building codes, rules and regulations applying to the work, including, but not limited to VA, federal, state, county, local, industry guides, codes, standards, regulations, and policies. During construction, contractor shall work with the Contracting Officer s Representative (COR) to minimize construction impact to the daily operations of Palo Alto Division campus. A site visit will be conducted to allow all interested parties adequate on-site information to provide a proposal to complete construction of the Cath Lab Hybrid OR Suite. Offerors will be allowed and encouraged to submit Requests for Information (RFIs) as needed to obtain the necessary information to submit a complete and accurate proposal. Period of Performance is 365 days from issuance of the Notice to Proceed (NTP). Complete solicitation documents will be available at Contract Opportunities website: https://beta.sam.gov/search?index=opp. Amendments to the solicitation will also be posted on this website. All parties must obtain solicitation documents and amendments to the solicitation through Contract Opportunities website (formerly, FBO). Hard copies will not be mailed. It is the responsibility of all offerors to frequently check the website for all notices, amendments, etc., regarding this solicitation. The Government will not be responsible for any notification not sent or received by the offeror regarding the solicitation. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as an RFP conducted in accordance with Federal Acquisition Regulations Part 15 Contracting by Negotiation. This project is being solicited as an open-market solicitation on an unrestricted basis. The specialty North American Industry Classification System (NAICS) code for this project is 236220, Commercial and Institutional Building Construction Contractors, with a small business size standard of $39.5 million. The magnitude of construction is between $5,000,000 and $10,000,000. Solicitation is anticipated to be issued after November 4th, 2021.
