NOTICE OF INTENT TO SOLE SOURCE The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 21 (NCO21), McClellan Park, Ca, 95652, intends to negotiate a sole source Firm-Fixed Price contract for Substance Use Disorder Program (SUDP) Services. The proposed contract action is for Substance Use Disorder Program (SUDP) which will place Veterans in a community-based, residential environment with sufficient therapeutic services to meet the needs of those Veterans. In accordance with 41 U.S.C. ยง3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. Applicable NAICS: 541990, All Other Professional, Scientific, and Technical Services, and Product Service Code: G004, Social- Social Rehabilitation. This is not a request for competitive offers and no solicitation is available. Due to the continuation of need it has been determined that these services are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract on or around September 30, 2021 to HAYWOOD CHARLES , LLC., 1665 W. WRENWOOD LN, FRESNO, CA, 93711; DUNS: 115050234, Cage Code: 76X44, a verified SDVOSB. Period of performance: September 30, 2021 to September 29, 2026. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement it must declare both deliverables, ownership or ability to demonstrate the ability to comply with the requirements listed above for the requested support/services. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. This sole source action is in accordance with FAR 13.106-1. Only One Responsible Source and No Other Support or Services Will Satisfy Agency Requirements. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES and no competitive solicitation will be issued; however, any firm that believes it can meet these requirements or provide an equal product may give written notification to the contract specialist for consideration. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed above for the requested support/services. Responses are due by September 2, 2021 at 12:00 PM Pacific Standard Time (PST). A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
