PRE-SOLICITATION NOTICE OF INTENT TO SOLE SOURCE Department of Veterans Affairs (VA) Network Contracting Office 21 (NCO 21) hereby gives notice of the Government s intent to modify 36C26121P1014 with DIASORIN INC. with an out of scope modification to increase the quantities of assays for the Liaison XL Analyzer due to increase of testing due to COVID-19. The proposed contract action is for supplies and services, which the government intends to negotiate with only one source. Determination of this single source procurement is in accordance with Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 U.S.C. § 1901 and as implemented by FAR 13.106-1(b)(2). Diasorin the only one that can meet the immediate needs of this lab, due to their ability to immediately provide testing supplies and maintenance to the Diasorin equipment that the Government already has in house. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Proposals or offers received from this notice will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within three (3) days from the publication of this notice, a modification to order 36C26121P1014 will be submitted without any further notice.
