Department of Veterans Affairs (VA) Network Contracting Office 21 (NCO 21) hereby gives notice of the Government s intent to solicit and negotiate a Sole Source, Firm-Fixed-Priced Purchase Order with only one source, with Roche Diagnostics Corporation: 9115 Hague Rd., Indianapolis, Indiana 46256-1025. This procurement is for the BenchMark ULTRA system Cost per Test all-inclusive of instrumentation, reagents, consumables, service, and training. It is a clinical laboratory immunohistochemistry (IHC) and an in-situ hybridization (ISH) analyzer that is a continuous, automated slide staining system for analysis, data review, and reporting of IHC/ISH test results. The place of performance is the VA Southern Nevada Health Care System at 6900 N Pecos Road, North Las Vegas, NV 89086 for a period of performance from the date of award to September 30, 2021. This contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. Interested persons may identify their interest and capability to respond to the requirement. The applicable North American Industry Classification System (NAICS) code is 325413 (In-Vitro Diagnostic Substance Manufacturing) and the Federal Supply Code (FSC) is 6550 (In Vitro Diagnostic Substances, Reagents, Test Kits and Sets). This notice of intent is not a request for competitive quotes. Telephone requests will not be accepted. However, any business that believes it can provide Roche s BenchMark ULTRA system all-inclusive of instrumentation, reagents, consumables, service, and training may give written notice to moneque.rodriguez@va.gov by 3:00PM Hawaii Time on February 01, 2021. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government.
