The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, and the small business size standard is $36.5. Project magnitude is between $10,000,000 to $20,000,000. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Services Project 612-165 - Design Build Services - Construct Parking Structure - VANCHCS - Martinez, CA. The place of performance is at 150 Muir Road, Martinez, CA 94553. The Contractor shall furnish all labor, materials, equipment, transportation, supervision, administrative support, and any necessary professional engineering services required for the Design build effort IAW SOW. This project is to construct a 350 spaces parking structure on the Martinez Campus. The parking structure is necessary to close a 250-space parking and terminate the existing parking lease. Construction will be on an existing parking lot with expected loss of 100 spaces to construction. Project will also result in the demolition of a deficient temporary building(s). By the time of demolition these buildings will be empty/vacant. The 35% of design has been completed. The design build contractor will provide all labor, materials, equipment, transportation, supervision, administrative support, and any necessary professional engineering services required for 35%, 65%, and 100% design and construction phase of this contract for fully function and complete structure. Note: The Government anticipates that the construction mobilization to be started after 65% design development submittal turn-in (schedule overlap) and the construction completion is approximately 270 days after 65% design development. The duration of this project is 460 calendar days after the Notice to Proceed (NTP) is issued.
