Subject: Pre-Solicitation Notice of Intent to Sole Source for Department of Veterans Affairs, Veterans Health Administration (VHA) VISN 21. The Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) intends to award a sole source, firm fixed price contract to Medtronic for Paceart Software. Paceart is a cardiac device software system that manages device data from all cardiac device manufacturers. The system will allow the VA to enter patient demographics, scheduling information and device interrogation reports from the device manufacturers programmer and from a device manufacturers report patient monitoring system. The software system standardizes device follow up reports to one format that includes clinical comments. The Pacemaker report, ICD report, CRT-D report, and Loop Recorder report are standardized rather than different for each device manufacturer currently in our device clinic. These standardized device reports can be exported via HL7 to the CPRS EMR system. The proposed contract will be for the VA Southern Nevada Health Care System to obtain the software from the OEM, Medtronics. The solicitation for this action will be posted to Contract opportunities, and all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. After consideration, the Government will determine whether to proceed with the sole source acquisition. The solicitation will be posted on or about September 9, 2020.
